In recent years,due to the adjustment of China's social and economic structure,China's labor market has undergone a major transformation.Formal employment is no longer the mainstream employment direction.On the contrary,flexible employment has become the most popular employment method.The number of people choosing flexible employment is increasing,such as migrant workers,recent graduates,and unemployed groups.Since 2002,scholars have paid attention to the social security of flexible employees.After 2003,the country and all regions have introduced corresponding basic medical insurance policies for flexible employment,and the basic safety needs of flexible employees have been guaranteed,but the basic medical insurance policy for flexible employees still exposed some problems during the implementation process.For example,the willingness to participate in insurance is not strong,and the participation rate is still low.This paper takes the flexible employment group as the research object,analyzes the status quo of the basic medical insurance policy for flexible employees in Fuyang City,and investigates the factors affecting the participation of flexible employees in urban areas in urban residents and the basic medical insurance for urban and rural residents.The obtained sample data was analyzed by binary logistic regression analysis,and the factors affecting the participation of flexible employees in urban workers' basic medical insurance by household registration and family per capita income were obtained.Age,policy interest and policy awareness were affecting the participation of flexible employees in urban and rural residents' basic medical insurance.Based on the above research data and relevant analysis results,this paper first proposes to reduce the barriers to entry for basic medical insurance for urban employees,and determine the contribution base and contribution rate based on the income level and payment requirements of flexible employees;secondly,provide skills training for flexible employees.From "blood transfusion" to "hematopoietic",the income level of flexible employees will be raised;in the end,publicity efforts should be intensified to change the key to flexible employment and to increase the awareness of participation.
