A Research On Reform In Chongqing's Flexible Employees' Social Medical Insurance System

With the establishment and further development of Socialism with Chinese characteristics market economic system, various flexible forms of employment have emerged and played an increasingly important role. Accordingly, the number of flexible employees increases rapidly. And the medical protection problems of these people are increasingly obvious. In 2003, the Ministry of Labor and Social Security issued a document of flexible employees participated in basic medical insurance. It was requested that the corresponding policy and management measures should be established in light of the actual situations, and can solve the medical protection problems of flexible employees in the System, in order to eliminate their worries and maintain social stability.Through introducing the concepts of flexible employment and flexible employees, the paper point out the importance of flexible employees participated in the basic medical insurance. The basic medical insurance system for the social security system is an important element. It is a safety net to maintain social stability and a regulator to safeguard social equity. According to the State Council's call, Chongqing Municipality formally promulgated the flexible employees'medical insurance municipal Manpower Interim Procedures in light of the basic medical insurance system of Urban workers by the end of 2003. Reference to the municipal Manpower Interim Procedures, each district and county issued a flexible employees'medical insurance system which is adapted to the situation of the region. This ensures flexible employees enjoy medical insurance benefits.In this paper, social equity and health and disease risks principle are applied to systematically analyze the Chongqing Municipal flexible employees reform of the medical insurance system for basic idea, that is low, wide coverage, voluntary participants, Equal rights and obligations, and so on. It reveals the policy and management characteristics of the reform about medical insurance system for Chongqing Municipal flexible employees. Firstly, this paper analyzes the establishment and the reform process of the medical insurance system in Chongqing Municipality. It is said that prior to the establishment of the medical insurance system for urban workers, labor insurance medical and public health services for the protection of the health of workers have played a very important role. But along with the progress and development of society, more and more strict problems appeared, such as fast-growing medical expenses, narrow coverage and ineffective medical protection. So it must be changed. Secondly, this paper systematically analyzes the Chongqing Municipal flexible employment reform of the medical insurance system for basic information. It elaborate flexible employees status of implementation of medical insurance from the two aspects of Income and expenditure. And it points out the existing problems and the background and reasons for the existing flexible employees'medical insurance system. Finally, this paper makes some policy recommendations for Perfect flexible employees'medical insurance.
