Land resource is the necessary carrier of urban economic and industrial development.With the rapid economic development and urbanization process,urban construction land is becoming more and more scarce,resulting in a series of problems,such as the rapid rise of land prices and house prices.Although urban construction land is declining,rural residential land,rural collective construction land and other rural construction land are largely idle,and the contradiction between urban and rural land is becoming more and more obvious.In order to alleviate the current land contradiction and promote the intensive use of land,Chongqing has become a pilot land ticket system.In 2008,it began to implement the land ticket system,and carried out the land use model of replacing rural construction land with urban areas.The land ticket system is a major reform of the land market.Did the appearance of the land ticket system achieve the original purpose of implementation? Has the effect of promoting intensive land use been achieved? At present,China is in the transitional period from rapid industrial development to high-quality industrial optimization.The optimization of industrial structure is the focus of current economic development.Does the Ticket System Affect Economic Development to a Certain extent? Does it affect the optimization of industrial structure? Does it affect industrial transfer? The theoretical discussion and in-depth analysis of these problems have important practical value.This paper regards the implementation of land ticket system in Chongqing as a natural experiment,and then carries out correlational research on land intensive use and industrial restructuring.Firstly,the domestic and foreign literature on the land ticket system,land intensive use and industrial structure optimization are sorted out.Secondly,the paper theoretically analyses the influence mechanism of the land ticket system on the intensive use of land and the optimization of industrial structure,and puts forward the research hypothesis.Then,based on the above theory,using the data of 69 large and medium-sized cities(excluding Chengdu,which has implemented the Ticket System for a period of time)and synthetic control method to empirically analyze the effect of the Ticket System on land use and economic development,and then further analyze the impact of the Ticket System on industrial transfer on the basis of industrial structure optimization.The results show that:(1)The land ticket system has a positive impact on the intensive use of land.With the gradual improvement of the land ticket system,this promotion effect becomes more apparent with the passage of time and the increase of the volume of land ticket transactions.This achieves the original purpose of the implementation of the land ticket system and resolves the contradiction between the supply of land resources and the unbalanced distribution of population.(2)The land ticket system promotes the rational development of industrial structure and the optimization of industrial structure by influencing labor force,capital and production factors.(3)The land ticket system promotes industrial transfer.Ticket system can promote the relative output value and employment of industry and service industry.Ticket system promotes the introduction of industry and service industry in Chongqing.Therefore,the land ticket system has a positive influence on land use efficiency and regional economic development.The government should actively guide relevant policies such as land marketization,improve the efficiency of resource use by means of market transactions,rationally move land use rights,improve the utilization efficiency of construction land indicators,and promote economic growth.The administrative allocation of land resources not only affects the optimization and allocation of industrial structure,but also affects the allocation efficiency of labor resources,promotes the transfer of labor force and increases the supply of labor force,which is very important for economic development.Therefore,the government and enterprises should pay attention to the key role of land in economic development.
