A Research On Financial Support For Poverty Alleviation In Xinxian County, Henan Province

Henan Province is an underdeveloped province in central China,and Xinxian County is located in the southern part of Henan Province,the hinterland of the Dabie Mountains.It is an old revolutionary area and a “general county”.Xinxian County has the typical characteristics of poverty-stricken counties—the overall level of economic development is low,rural poverty is relatively serious,and the proportion of poor people is large.It is particularly urgent to solve the problem of poverty.In February 2016,the Henan Provincial Party Committee and the Provincial Government Office issued the “Implementation Opinions on Winning the Poverty Alleviation”,specifically deploying accurate poverty alleviation work.For a small county in a mountainous area like Xinxian County,Henan Province,it is the most difficult problem to solve the problem of poverty in the process of building a well-off society in an all-round way.Financial policy plays an important role in the country's economic and social development,especially in poverty alleviation.Strengthening the research of financial fund supporting poverty alleviation and taking full advantage of financial funds supporting poverty alleviation is an important issue.In-depth study of financial policy of Xinxian county supporting poverty alleviation and its effects,and then to put forward constructive suggestions have great practical significance and academic value.Based on the analysis of domestic and foreign research literature on financial support for poverty alleviation,this paper expounds the theoretical basis of financial support for poverty alleviation;and analyzes the existing problems from the current situation of financial support for poverty alleviation in Xinxian County,Henan Province,and proposes feasible suggestions.The full text is divided into five parts:The first part: Introduction.The introduction part clarifies the background and significance of the research,and summarizes the research status at home and abroad.Through the methods of comparison,data analysis and field investigation and research,the research on the effect of financial funds supporting poverty alleviation is carried out.The second part analyses the theoretical basis of financial support for poverty alleviation.Firstly,the concepts of poverty,financial poverty alleviation funds,poverty alleviation and accurate poverty alleviation are defined and described,and the process of poverty alleviation in Xinxian County is briefly introduced from two aspects.Then it analyzes the theoretical basis involved in financial support for poverty alleviation: the theory of poverty cycle,the comprehensive construction of a well-off society,and Xi Jinping's idea of accurate poverty alleviation.The third part presents the current situation of poverty alleviation of Xinxian county of Henan Province through the investigation of the management,the resource,the distribution,the operation and supervision of funds in the past three years.The fourth part details the achievements of poverty alleviation in Xinxian County.The fifth part analyzes the problems existing in the financial support for poverty alleviation in Xinxian County,Henan Province.From the aspects of local financial poverty alleviation funds investment,the allocation of financial poverty alleviation funds,the use of funds,the quality of poor groups,and problems in the supervision of the funds,the paper analyzes the problems.The sixth part puts forward targeted recommendations in the process of financial support for poverty alleviation in Xinxian County of Henan Province in the process of the allocation,use and supervision of funds.The seventh part draws conclusions and looks forward to future work.The possible innovations of this paper are mainly reflected in the background of comprehensively building a well-off society.This paper combines the financial policies of the Xinxian County of Henan Province with the use of financial poverty alleviation funds and the national key poverty alleviation and poverty alleviation strategies,and strives to make full use of finance policy in the process of poverty alleviation.
