Due to the huge investment in cold-chain logistics construction and high technical requirements,most fresh e-commerce companies choose to outsource cold-chain logistics.If we want to give full play to the costs and competitive advantages of outsourcing to enterprises,we need to choose third-party cold-chain logistics companies that are worth long-term strategic cooperation.However,it is difficult to achieve effective cooperation only when making decisions based on unilateral interests.To promote longterm cooperation between the two parties,it is necessary to balance the interests of both parties through negotiation.However,based on the current research literature,from the perspective of mutual negotiation,the study of cold chain logistics enterprises under the e-commerce environment is still relatively scarce.Therefore,this article incorporates cold-chain logistics enterprises into the decision-making party,aiming to build a coldchain logistics service provider selection model based on negotiation and negotiation between the two sides in the e-commerce environment,and use interactive bi-level planning to realize the negotiation choice for the purpose of long-term cooperation.This article firstly combs the development status of the fresh e-commerce and coldchain logistics industries,and further finds that the loss cost of fresh e-commerce companies and the sales volume of fresh product markets are closely related to the service capabilities of cold-chain logistics companies.Then,from the perspective of “win-win” and “negotiation”,the overall process of service provider selection was determined,including the determination of the two sides' competitive maximization and service quality,and the establishment ten sub-indicators of logistics service quality assessment system based on freshness,logistics price,etc.Then,application of a bi-level planning method to optimize negotiation options.Later,a two-tier multi-objective planning model was established for a single e-commerce company and multiple cold-chain logistics companies.The upper-level plan aims at the sales profit of fresh e-commerce providers and the highest quality of logistics services;the lower-level plan aims at the maximum profits of cold-chain logistics companies and considers the price discounts when certain business volumes are reached.Finally,taking the cold chain service provider's choice of Tootoo commune company as an example,the interactive fuzzy algorithm is used to convert the bi-level planning model into a single-layer model and solved by lingo software,fully simulating the decision-maker's repeated communication and negotiation in real life.The optimization results show that:(1)The satisfaction level of objection between the fresh e-commerce enterprises and various cold chain logistics companies is unbalanced;(2)The optimal solutions under different levels of satisfaction have their specific practical significance.(3)Logistics companies with higher cost performance are more likely to obtain cooperation qualifications.(4)The adoption of a bi-level planning model selection will enable both parties to obtain satisfactory income and increase the market sales of fresh products.Based on this,we have made targeted and future development proposals for fresh e-commerce,cold-chain logistics companies and the government.Therefore,this study not only provides a general method for optimizing the selection of cold-chain logistics companies in the e-commerce environment,but also provides decision support for the logistics outsourcing choice of fresh e-commerce companies.
