In recent years, influence of China in the world keep rising, the country's overall economic strength also get a huge ascension, our party also increases the attention to rural construction, and strong supports the development of the " agriculture, rural areas and farmers ".It is obviously that the rural residents' living condition is getting better and better and rural economy improved by leaps and bounds, the farmers' consumption level also constantly improved, farmers demand for consumer services and consumption types also constantly improved,so the demand of rural logistics in rural areas is increasing rapidly. However, present situation of rural logistics development in China isn't strong enough to support the vast rural market demand, and the disharmony between rural logistics and rural economic development level has become a major obstacle to the economic development of rural areas in China. The infrastructure construction of logistics in rural areas is backward, the development level of rural logistics is low,the external environment of rural logistics development is bad,all of these have obviously restricted the development of economy in rural areas and the improvement of consumption level of rural residents. This paper collects data related to rural logistics and rural residents' consumption in 31 provinces, autonomous regions and municipalities(excluding Hong Kong,Macao and Taiwan)from 1997 to 2017,Systematic analysis of the following problems: whether there will be mutual influences on the development of logistics in different provinces and regions in China, how the spillover effect is produced, what the factors are affecting the development of logistics, what is the reason of different province area logistics development difference. This article in the empirical analysis, firstly, basic logarithm processing is carried out on the selected data;secondly, through the global Moran's I and local Moran's I test,it proves the existence of spatial effect of provincial rural logistics development.;thirdly, the general nonspatial panel model was established, and through unit root test,co-integration test and fixed effect test proved that the fixed effect model should be selected in this paper to conduct OLS regression analysis, which conforms to the basic assumptions of this paper; In order to compare the non-spatial panel data model with the spatial panel data model, this paper selected the SEM model through the spatial autocorrelation test and carried out relevant test and analysis;finally, comparing the results of the spatial panel data model and the spatial panel data model,we find that the spatial panel data model has better results. The results of the spatial panel data model show that the development of rural logistics in China has a significant positive impact on the consumption level of rural residents in this province and the influence, moreover, the development of rural logistics in this province has a far greater impact on the consumption level of rural residents in this province than that of neighboring provinces, that is the local effect of rural logistics development exceeds the spillover effect across regions.China's rural logistics development level and the level of rural logistics infrastructure investment will have an important and positive correlation with rural residents' per capita consumption. There are some inertia theorems in the consumption level and income of rural residents,in addition, the development of rural logistics makes this inertia more obvious. Both rural logistics infrastructure and external environment will positively promote this inertia. In view of the present situation of rural logistics in China,it is suggested that strengthening the construction level of rural logistics infrastructure, build a fast, efficient and convenient rural logistics transportation network to improve the efficiency and quality of rural logistics;promote the development of the rural logistics, promote the modernization of rural logistics information network construction, promote the integration of rural and urban logistics, innovate rural logistics operation mode, and cultivate rural logistics talents;create a favorable external environment for the rural logistics development, improve the level of education in rural areas, improve the overall quality of medical treatment in rural areas, and improve the logistics awareness of rural logistics personnel, strengthening the logistics quality supervision, the state and government will introduce various policies in a timely manner to create a favorable environment for the growth of farmers' income, the improvement of consumption level, and the correct development direction of rural logistics.
