As China's economy enters an economic new normal period,China's economy must achieve a transition from extensive growth to intensive growth to keep economic growth.The high-tech industries have the role of promoting industrial structure optimization and upgrading and promoting economic growth,and its R&D activities are the key to success,so researching into high-tech industry R&D activities becomes very important.R&D activities are not only dependent on R&D investment,but also closely related to R&D performance.As a backward province with relatively insufficient human,capital and technology in western China,this study about Sichuan province high-tech industry R&D performance is of great significance to the economic development.This paper took the high-tech industries of Sichuan province as the research object.On the basis of fully reading a large amount of literature,defining and combing related concepts and theories,the relevant economic data from 2009 to 2016 in Sichuan province was taken as a sample.First of all,there were descriptive statistical analysises of the status quo of the high-tech industries and R&D activities.Then the paper established a R&D performance evaluation system of Sichuan high-tech industry,and used the DEA model and the Malmquist index to calculate R&D performances of all high-tech industry and their five sub-industries in Sichuan province.Next the paper selected the indicators and variables and built panel Tobit model to empirically analyze the influence factors of Sichuan high-tech industry R&D performance.Finally was the policy recommendations.The results showed that: First,the R&D performance of Sichuan province overall high-tech industries was relatively low and resources were seriously wasted,but the development trend was relatively optimistic,and the R&D performance of the high-tech industry in Sichuan Province was not balanced.Second,the annual average total factor productivity of R&D in the overall high-tech industry in Sichuan Province had basically maintained a steady and rising trend,and compared with the overall technical efficiency,the technological progress had a greater impact on total factor productivity.Third,the scale of enterprises,the degree of market competition and the level of investment in science and technology had a significant positive impact on the R&D performance of high-tech industries in Sichuan Province.The number of average employees in the industry had a significant negative effect on the R&D performance.The role of government support is not obvious in improving the R&D performance of high-tech industries in Sichuan province.
