The International Experience For Reference And The Path Choice Of The Single-window Development In China

As the link between economic globalization and regional economic grouping, economies increasingly close, and trade volume and transaction scale gradually expanded, global trade facilitation is imperative. Recently,the developed countries in Europe and America, the world famous economic organizations and some developing countries are actively promoting the establishment and development of international trade single-window. We know that fifty-six countries or economies are establishing or have established single window of international trade, it has great advantages in improving the economic benefit, reducing the trade cost, exacting trade data, improving administrative efficiency facilitating trade procedures. Total trade volume in China have been more than four trillion dollars since 2013, which has become the first great country in trade. In June 2014, single window of international trade in the Shanghai free trade zone began to run in Yang Shan bonded port area, which has realized the basic function of customs now.The replication in Guang Dong, Fu Jian and Tian Jin region to promote innovation approach from Shanghai free trade zone,.So we will deepen reform of the regional customs clearance integration,expand in conformity with the Chinese characteristics of single window in international trade and meet the real needs of the development of trade facilitation.Introducing the related theory of process reengineering and total quality management, combining with the definition of single window of international trade and realistic significance, combining with the single window evolution process and the domestic and foreign development present situation, we can study from Sweden, United States, Japan, Singapore and other typical developed countries in single window of international trade about business model, sustainable development management and service success experience. Contrasting to Chinese characteristics, we can put forward our country international trade development path.In word, we can come to a conclusion as follows; In the operating model, we can study Japan development platform which improving system from the public platform gradually to the single system in the long run. In the business model, we can refer to American which in the control of custom. In the servicing model,we prefer to the customer first theory from Sweden.This can promote the long-term development path for single window of international trade in China from limited local single window to regional development to the national level.
