China's Rural Poverty Alleviation And Development Mode

Taiqian County Henan Province, with the population 359800, is one of the 592 counties of assisting the poverty-stricken and developing poor rural areas in China. To 2005, there are still 106500 persons living in poverty.The rural anti-poverty progress of Chinese government started after the opening and reform. With the great effort of about 30 years, the rural absolute deprivation population has decreased from 250 million in 1978 to 30 million in 2000 and to 23.65 million at the end of 2005. The achievement attracts worldwide attention. Just like the mentioning in UN Human Development Report 2005: The achievements China has made in the worldwide development target in millennium are the greatest. Without Chinese progress, on the whole, the whole world would retrogress in reducing poverty. Taiqian witnesses Chinese major assisting the poverty-stricken and developing poor rural areas progress: poverty relief stage, large-scale development-oriented poverty relief drive stage, tackling key problems of poverty relief stage, and the new stage of aid-the-poor program. The thesis reviews Taiqian's poor reasons and its progress in assisting the poverty-stricken and developing poor rural areas, also, it reviews the analysis and summary for anti-poverty pattern and achievements and existing problems in Yaiqian. It offers the research for the anti-poverty patterns in Taiqian county in new period according to the experiences of other countries': actively nurturing the rural financial market to make it be a new pattern of anti-poverty; carrying out economic development of the lower reaches of Huanghe River and harnessing the reaches of Jindi River; actively exploring ecological agriculture and realizing ecological relief poverty; accomplishing industry giving aids to agriculture and aid-the-poor; state-owned big enterprises assisting their counterparts to make the poor rich; building up the market-oriented service anti-poverty pattern to promote the social service of the industry and farm products; developing labor transference; wiping out supporting poverty. All these above will be helpful to build up the harmonious society in Taiqian.
