Spatial Structure Change And Influencing Factors Of Green Technology Innovation Efficiency In China

This paper firstly uses the super-SBM model to measure 30provinces' green technology innovation efficiency in 2004-2017,and analyzes the efficiency characteristics from the perspectives of the overall characteristics of green technology innovation efficiency,regional characteristics,and the degree of relaxation of input indicators.Secondly,through the Gi* index and the interval classification method of efficiency value,the spatial pattern evolution characteristics of green technology innovation efficiency and the evolution characteristics of cold hotspot area are analyzed.Finally,the influence factors of green technology innovation efficiency are studied by Tobit regression model.The main conclusions drawn are as follows:(1)From the overall characteristics of green technology innovation efficiency,provinces with high level of green technology innovation efficiency and relatively effective or relatively effective range are located in the eastern region,such as Beijing,Tianjin,Shanghai,Zhejiang,Guangdong,Hainan,etc.in the eastern region.In the provinces and the eastern region,while achieving high-speed and high-quality economic growth under the intensive mode,the province has also basically completed the optimization transformation and upgrading of the industry.Therefore,the provinces are increasingly demanding and relying on the resource and environment for green technology innovation.Replaced by technological innovation,green technology innovation efficiency has always maintained a relatively effective or high level of relative effective level;while green technology innovation efficiency is at a low level,relatively effective or relatively ineffective,the provinces are mainly distributed with provinces in the northwest or central regions,such as In the central regions of Shanxi,Henan,Hubei,Jiangxi and other provinces in the northwestern regions of Shaanxi,Inner Mongolia and other provinces,these regions are constrained by other factors such as historical conditions and natural environment,leading to industrial processes in these regions compared to other regions.Late,plus its foundation is unstable,the lack of technological innovation capability and the unreasonable distribution of economic structure have led to a relatively low level of green technology innovation efficiency.(2)From the regional characteristics of green technology innovation efficiency,the green technology innovation efficiency among the five major economic regions has obvious zonal differences,showing that the eastern region,the southwest region,the northeast region,the western region,and the central region are decreasing accordingly.trend.In addition to the small increase in the efficiency of green technology innovation in the five regions,the efficiency trends of the other four regions showed a slight decline.From the perspective of the upper,middle and lower reaches of the Yangtze River Economic Belt,the Yangtze River Economic Zone's downstream region,the Yangtze River Delta region,has the highest efficiency value,reaching the efficiency frontier,followed by the upper reaches of the Yangtze River Economic Belt,with the lowest efficiency.For the middle reaches.(3)Regarding the spatial pattern evolution characteristics of green technology innovation efficiency,the proportion of provinces with an increase in efficiency value during the study period was 16.67%,while the provinces with decreasing efficiency values accounted for 33.33% of the total.The provinces with relatively high efficiency and high level of green technology innovation are located in the eastern coastal areas and along the Yangtze River Economic Belt.Regarding the evolution of the cold hotspots of green technology innovation efficiency,during the research period,the green technology innovation efficiency is cold.The structure and quantity distribution of hot spots are not uniform,showing a relatively significant spatial heterogeneity.Areas with superior congenital factors and significant geographical advantages are often hotspots for green technology innovation efficiency,while cold spots have always been concentrated in the central and northwest regions.(4)The degree of regional openness,economic development level,environmental regulation and green technology innovation efficiency are positively correlated,while industrial structure and education level are negatively correlated with green technology innovation efficiency.This shows that foreign direct investment is conducive to the development of China's green technology innovation.China's strategy of gradually opening up to the outside world is also promoting the process of green development while improving the level of China's economic development.The level of economic development has an effect on the efficiency of green technology innovation.The regions with higher development level have better superior green technology innovation development platforms and environment than the provinces with lower economic development level;strengthening the intensity of environmental regulation will help the transformation of traditional technologies into green technologies,which will help green technology innovation everywhere.Promote the development of the economy in the direction of eco-friendliness and economic intensification.Based on this,all localities should continue to relax market access for foreign direct investment and raise awareness of intellectual property protection for green technologies.We will continue to strengthen the economic stimulus measures for environmental regulation by local government departments,improve relevant policies and systems for environmental regulation,and strengthen investment and support for environmental pollution control in production sectors.The eastern region with high level of green technology innovation and the lower reaches of the Yangtze River Economic Belt should play a role in radiating and leading the low-level regions,and play a green technology spillover capacity in areas with high levels of green technology innovation and efficiency,thus promoting the coordinated development of green technology innovation.
