Talent is the carrier of knowledge,and it is an important resource to promote the development of science,technology and social progress of mankind.Whether for the development of enterprises or the modernization of the country,it is very important to actively do a good job in the development and allocation of human resources.In the era of knowledge economy,the role of human resources in the development of enterprises is becoming more and more prominent.Generally speaking,human resources management includes selection,education,employment and retention from four aspects.Effective integration,management and optimization of human resources can improve the quality of human resources,and thus enhance the competitiveness of enterprises in the market,to help enterprises in the fierce market competition to achieve sustainable development.Under the background of the implementation of the national energy strategy,China’s new energy industry is developing rapidly,new energy projects are increasing day by day,and the demand for talented people is also increasing.In the project management of modern new energy company,it is very important to optimize the allocation of human resources.Based on the above,this paper summarizes and analyzes the related theories of human resource optimization and allocation in human resources management and enterprise project management.And on this basis,takes the Dazu laser new energy power battery project as an example,analyzes the current situation,problems and causes of human resources allocation in the Dazu laser new energy power battery project,and puts forward the countermeasures to optimize the allocation of human resources in project management.Specifically,this paper first expounds the research background,research significance,the current situation and the research method of research at home and abroad.Then the relevant concepts of human resource management and the related theory of human resource slaying of enterprise projects are expounded.The main problems in the human resource allocation in the development project of the Dazu laser new energy power battery are analyzed,including the low level of education of the project members,the optimization of the human resources management system,the concept to be upgraded,the means of human resources allocation to be enriched,the personnel performance evaluation to be perfected,the personnel incentive and restraint mechanism to be diversified.In the fourth chapter,the causes of human resource allocation in the Dazu laser new energy power battery project are analyzed,including the unreasonable human resource management model,the imperfection of the dynamic human resource allocation mechanism,the lack of multi-incentive mechanism of human resources.The fifth chapter puts forward the countermeasures and suggestions of optimizing the allocation of human resources in project management,aiming to provide reference for relevant research and practice.
