With the development of the global economy, in the face of the worldwidedemand for energy and environmental issues, governments and industry have putforward their new energy development strategy.The study on finding a new, clean andrenewable energy to meet the needs of human survival and development is reallyimportant. Although automobile was the mark of human technology, today it is adefinitely a new era of technology revolution and adjustment. It is a worldwideconcern over the issue that the research on developing a safe, environment friendlyand energy saving. In order to ensure the continuity of the study on developing thenew energy, we need a relatively stable knowledge-based team which is consisted by alarge number of professional. However, it really takes a long term to train the aboveprofessionals to be the mature talents. As a result, the conflict between the needs ofthe company and the supply of the society is becoming more and more serious.Nowadays, the rational allocation of human resources is a key problem in a company,especially in the transnational R&D team. This essay is focus on the study of how toallocate and integrate the human resources rationally and nurture the team culturepositively.This article reviews the current situation of project management and project HRmanagement at home and abroad. It also introduces the concept of human resourcesallocation. By discuss the human resource planning and project team and knowledge–based team forming, explain the reason, tool and achievement of the human resourcemanagement. By applying the above theory and methods to the mode of the jointventure company BD, which is the originate from the cooperation of the privateenterprise M and German company TZ, the essay analyzes the human resourceplanning, organization design, post management, competency model, training andemployees evaluation of tracking. This essay could give a better solution with the helpof learning from the practice of the BDTZ new energy automobile developmentproject. It also provides a good study case for the more effectively carry out of thenew product development projects worldwide from the human resource perspective.
