Poverty has become a major problem that the whole society must face.It is directly related to whether China's poverty-stricken population will be able to get rid of poverty completely and build a well-off society in an all-round way by 2020.During the 13th Five-Year Plan period,General Secretary Xi Jinping put forward that "industrial poverty alleviation is the fundamental policy for stabilizing poverty alleviation",pointing out new directions and requirements for further poverty alleviation,and putting forward higher requirements for poverty alleviation models.Jinyang County,located in Liangshan Prefecture,Sichuan Province,is characterized by deep poverty and complex poverty-causing factors.It is different from other poverty-stricken areas and has become a "roadblock" on the national road to poverty alleviation.At the same time,relying on the unique natural environment resources of Jinyang County,the poverty alleviation of green pepper industry has become a model for poverty alleviation.Under this background,under the guidance of the poverty cause theory,resource endowment theory,comparative advantage theory and sustainable development theory,this paper combs the related research results of industrial poverty alleviation at home and abroad,discriminates the related concepts,and expounds the meaning of industrial poverty alleviation and the effect of industrial poverty alleviation.Strictly implement the construction principle of evaluation index system,according to national policy,expert consultation and literature analysis,the evaluation index system is constructed from three aspects of economic effect,social effect and ecological effect,and the expert consultation demonstration and reliability analysis of the system are carried out.This paper constructs a comprehensive evaluation model of the poverty alleviation effect of green pepper industry,determines the weight of evaluation index by analytic hierarchy process and entropy weight method,designs an evaluation scale,and makes a comprehensive evaluation and analysis of the poverty alleviation effect of green pepper industry in Jinyang County.Finally,through the analysis of the evaluation results of the poverty alleviation effect of green pepper industry,put forward the countermeasures and suggestions to improve the poverty alleviation effect of green pepper industry in Jinyang County.
