Water shortage has become a common problem.The water receiving area of the Yinsong Water Supply Project is a resource-scarce area,and the water supply capacity of the water receiving area is far from meeting the urbanization process and the needs of economic and social development.Over-exploitation has caused over-exploitation of groundwater,drying up of some river channels,and reduction of water environment capacity.Ecological problems.In order to ensure the realization of the strategic objectives of the adjustment and transformation of old industrial bases in Jilin Province and the safety of food production,to solve the drinking water safety problems in central cities,to promote the construction of a new socialist countryside,to achieve the optimal allocation of water resources in Jilin Province and to improve the ecological environment,water-receiving areas urgently need Increase raw water supply capacity and build large-scale water transfer projects.The investment cost of the water transfer project determines that the price of water supply is bound to be higher than the water price of the local water source.Therefore,the establishment of a reasonable water price is not only a guarantee for the reasonable recovery of the cost of the water supply project,but also an important role for the water price as a lever in the process of water resource allocation way.The thesis conducted research from three aspects and achieved the following results,mainly including the following aspects:(1)The water price of the central water supply project includes three parts,namely the resource water price,the project water price and the environmental water price.Of these three water prices,the most important is the determination of the project water price,and the calculation of the water price has different levels.Jilin Province Yinsong Water Supply Project The projected water price levels are:water source area?main project water diversion port?water price at the water plant entrance of the receiving area?user's water price.According to the water supply and demand balance data of the base year and design level year of the water receiving area,the water shortage of the water receiving area can be obtained.From an economic perspective,the project water price(to the user)that satisfies the normal operation of the project and a certain income is calculated to be 3.66 yuan/m~3.The project income is good and meets the industry benchmark rate of return requirements,indicating that the project water price is feasible.The environmental water price of this project only considers the increased sewage treatment cost due to the newly added water supply in the transfer zone,which is 1.0yuan/m~3.Finally,the water price considered from the perspective of the supplier is4.66 yuan/m~3.(2)From the user's perspective,according to the current statistics of industrial output value and residents'disposable income and the annual prediction results of the design level,the residents'domestic water prices and industrial water bearing capacity are analyzed respectively.The calculated domestic and industrial water prices are calculated based on the weighted average of water demand,and the proposed water price considering the benefits of the water receiver is proposed.The design level year is8.6 yuan/m~3 in 2030.According to the current economic situation and development plan of Jilin Province,this result is more appropriate.(3)Aiming at the shortcomings of the current water price calculation and collection of water transfer projects that do not consider the interests of the user side,the analytic hierarchy process is used to couple the water price of the supplier and the user,and a comprehensive analysis is carried out with the background of the water supply project in the central region as the basis to construct the water price structure The AHP model analyzes and determines the evaluation system indicators of the various factors in the model and their interrelationships.The comprehensive water price is 6.03yuan/m~3 by coupling the water price of the supplier based on the project benefits and the water price accepted by the water user.The water price takes into account both the interest of the supplier and the interest of the water user.The research has played a certain reference role in the research and formulation of the water price of water transfer projects.
