Research On Ppp Cooperation Mechanism Of Infrastructure Projects In China From The Perspective Of Collaborative Governance

In recent years,there are more and more cooperative projects directly adopted by the government and social capital in the PPP mode.The purpose of PPP model is to alleviate the contradiction between the insufficient investment capacity and the insufficient financial strength of local governments in some relatively underdeveloped areas and the rapid development of construction.From the original intention,PPP model is beneficial but harmless,but with the increase of cooperative projects,the government's policy on PPP model is gradually tightened,the project review using PPP model is more and more stringent,and social capital has lost its original enthusiasm.The reasons are complex and varied,but the fundamental reason is that our country is still in the exploratory stage of PPP mode,and has not formed a perfect cooperation mechanism.This paper analyses the difficulties faced by XX project in C city,including the game between government and social capital,the slow progress of project,the increase of risk assessment of social capital,the inconsistency between government and social capital objectives,and then explores the reasons for the predicament of PPP cooperation mode.Through the introduction of synergy theory,the paper discusses the multi-governance of XX project.The health mechanism of PPP cooperation mode is constructed to maximize the cooperation benefit of PPP mode.
