Research On Synthetical Evaluation And Empirical Study Of Business Environment

With the economic development entering the new normal and new era of China,business environment has received attention in recent years,and the optimization of the business environment became the focus of our government’s reforms.Premier Li Keqiang proposed at the State Council executive meeting in early 2018 that "Enhancing the business environment is liberating Productivity,and improving the overall national strength." It can be seen that the optimization of the business environment has become an important venue for regional and urban competition in various places,providing new hotpots for political,business and academic research topics.If the effectiveness of business environment optimization is regarded as the basic goal of government governance,thinking about how to conduct a scientific and comprehensive evaluation of the business environment has become the prerequisite and basis for achieving this goal.First of all,this article sorts out the basic connotation of the business environment in detail.On the basis of learning from the existing World Bank and China ’s research and practice,and combining China ’s specific national conditions,a set of business environment evaluation index system was determined.Taking the Jinan metropolitan area as the research object,the TOPSIS comprehensive evaluation method was used to measure and analyze the business environment of the five cities with districts.Afterwards,with the help of regression analysis tools,this article empirically explores the impact of the business environment on business performance from a micro-level.In summary,this article draws the following main conclusions according to the empirical test results:(1)In view of the existing deficiencies,this article combined with China’s specific national conditions,built a set of business environment evaluation system,specifically composed of 4 first-level indicators,18 second-level indicators,56 third-level indicators.Among them,the four first-level indicators are government service environment,market environment,infrastructure environment,and public service environment.(2)The effectiveness of the evaluation system was verified by conducting business environment assessments of the Jinan metropolitan area.Overall,the overall business environment of the Jinan metropolitan area isacceptable.Judging from the ranking of each sub-index,the overall score of the government service environment is the lowest,followed by the market environment.To a certain extent,this reflects the importance attached to the government service environment and market environment by business managers.In addition,we found that the business environment rankings of the five district cities in Jinan metropolitan area are Jinan City,Zibo City,Tai’an City,Dezhou City,and Liaocheng City.The three sub-indicators of Jinan’s government service environment,market environment,and public service environment ranked first,and the infrastructure environment was second.The other cities’ sub-index rankings are relatively consistent with the overall business environment ranking.(3)Empirical research found that A good business environment has a significant positive impact on business performance.Even after controlling the relevant control variables at the enterprise level and the city level,the results are still significant.If the business environment level is increased by 1 percentage point,the company’s operating performance will be improved by approximately 0.43 percentage points.This empirical result is a strong confirmation of the concept of "business environment is productivity",and it also lays a theoretical foundation for the continuous development of business environment optimization.At the same time,in the process of investigating the heterogeneity of the business environment,we found that the more advantageous the business environment,the easier it is for companies to obtain high operating performance.However,this effect differs significantly between companies with different ownership structures and industry types.Based on the above research results,we have the following recommendations:(1)From an overall perspective,we should keep pace with multiple perspectives and pay close attention to "deregulation reform".(2)At the regional level,the city’s joint action will be used to promote "mutual assistance" development at the regional level.(3)At the individual level of the city,the benchmarking is advanced with outstanding features and targeted to optimize the business environment.At the end of the article,based on the evaluation and empirical analysis conclusions,the research deficiencies and prospects are proposed.
