Investigation And Research On Farmers' Cognition Of Farmland Right Confirmation Policy In Z Town

In order to change the declining rural agricultural development status,activate the farmland circulation and management,optimize the allocation of farmland resources,and explore the development of modern agriculture.In 2013,the no.1 document of the central committee stated that all parts of the country should basically complete the confirmation,registration and certification of contracted rural land management rights within five years.This is another important measure for rural land system management after the implementation of extension of land contract.By 2016,52 villages in Z town have fully carried out and completed the confirmation of farmland rights.As operators of land use,farmers are the main objects of land right confirmation.Their cognition of land right confirmation plays a crucial role in the whole land right confirmation.Cognition is the premise and foundation of human action,and the level of cognition of farmers on the confirmation of farmland contract management right will directly affect their behavior choice after the confirmation of right.From the perspective of farmers' cognition study of farmland confirmation,this paper researches Z town area farmers' farmland cognitive level and explores its influence factors,not only for Z town land contract and management rights confirmation work provides a new perspective of inspection,but also for the homestead,the collective construction land,and other types of land confirmation work providing a new focus.In order to further understand the cognition of land contract management right confirmation in Z town,this paper conducted a practical investigation and questionnaire survey on some villages in Z town that had completed the right confirmation.Through in-depth analysis and mining of the questionnaire data,it is found that the farmers in Z town have a relatively high overall cognition of farmland right confirmation,but some cognition of policy is still at a relatively shallow level.By using Logit model to analyze the questionnaire data,this paper concluded that the farmers of farmland equaling the cognition of the farmer's age,level of education,occupation,job location,family is agricultural population percentage,family farm incomes percentage,the number of cultivated land area and land,the farmland management methods if there is a farming method and surrounding cooperativeorganizations,such as whether to join a farming method cooperative organization,such as whether a farmland circulation contract the influence of these factors.According to the situation of Z town,it can be concluded that: Firstly,the cognition degree of farmers' confirmation of farmland right still needs to be improved;Secondly,farmers' awareness of land confirmation is closely related to individual characteristics;Thirdly,family characteristics are also an important factor affecting farmers' recognition of land ownership;Fourthly,environmental factors also indirectly affect farmers' awareness of policy;Fifthly,the degree of cognition is related to the close degree of interest connection between farmers and farmland.In addition,four suggestions can be put forward: 1.According to the cognitive factors affecting farmers' right confirmation,different publicity strategies are adopted;2.Standardize the work process of right confirmation and improve the participation of villagers in right confirmation;3.Improve farmers' awareness of the application of right confirmation certificate;4.Popularize land property right knowledge.
