Study On The Innovation Of Rural Science And Technology Service System In Jilin Province

Being one of main foodstuff regions of China, Jilin province's basicdevelopment outlet is developing agricultural production, improving agriculturallabor productivity and realizing the main cropper's value increment in agriculturalindustry chain, which based on the advantage of existing resources and dependedupon agricultural technology's progress, in the process of the revitalization of theold northeastern industrial bases. But, there are no relations between agriculturaltechnological development and peasantry. Only through peasantry's education andadministration of socialization service's propagandizing, demonstrating andassisting, can agricultural technology be accepted by peasantry. So, rural scienceand technology service system is a booster to translate agricultural technologicalproduction into practical productivity. Most of rural service system was establishedunder the system of socialist planed economy in China, which had a single task ofspreading agricultural technological production. the rural science and technologyservice system can not satisfy the requests of integrative world economy andinternationalization of agricultural production, Jilin province has advantage inabundant resource in agricultural production and preliminary new rural technologyservice system had been formed. A group of agricultural science and technologydemonstration zone (point), agricultural expert work station, agricultural expertrural households had been established in Jilin province. While the basic modes andoperating mechanism mentioned above is primary and don't realize enlargement ofscale, standardization, marketlization and couldn't express its outstanding function.There are a lot of imperfectly aspects in Jilin province's rural sci-tech servicesystem。This paper is supported by sci-tech development project of Jilin provinceStudies on Sci-Tech Innovation System In Jilin Province Study on the innovationof Rural Science and Technology Service System in Jilin Province , based on thepresent situation of rural science and technology service system in Jilin province,unified the correlation economic theory and the quantitative analysis method andaimed at providing theory basis for the rural science and technology service systemreform in Jilin province. The study on the innovation of rural science andtechnology service system in Jilin province is conducted from two aspects ofqualitative research and the quantitative analysis.The paper is divided into six chapters as follow:Chapter one, introduction, discusses the background and meaning of theresearch. In this part, we also introduce the main content, technological route andmethods.Chapter two, the outline of rural science and technology service system, thestatus of rural sci-tech service system in overall rural socialization service system isanalyzed in the view of system, and the basic structure of rural sci-tech servicesystem and function of every section are also identified. The paper proposes thatthe rural sci-tech service system is more explicitly identified as a synthetic systemconstituted by agricultural education, agricultural research, agricultural sci-techextension and agricultural sci-tech information service, and so on. By the analysisof rural sci-tech service system in U.S.A, Japan, and Australia, we summarized thebasic experiment of developed country and drew conclusions on the rural sci-techservice system's basic characteristics and functions in the view of system structure.At last, the present situation and existence question of rural science and technologyservice system, in Jilin province, are analyzed.Chapter three, the analysis of rural sci-tech service system's influencingfactors, the factors which can influence the rural sci-tech service system's functionare classified. Using the concrete steps of DEMATEL method, the causes thatinfect different modes of rural sci-tech service systems and the main factors whichrestrict sci-tech service system functions have been found out.Chapter four, studies on the theory and modes of rural science andtechnology service system innovation, using theories of technological andinstitutional innovation, the theory support of rural sci-tech service system'sinnovation in Jilin province is established. The research to the main modescharacteristics of rural sci-tech service system in Jilin province is important. Usingthe method of Fuzzy Comprehensive Evaluation, the selection of rural sci-techservice system's mode is changed from qualitative research to quantitativeresearch.Chapter five, the measures of rural science and technology service systeminnovation in Jilin province, the main contents of rural sci-tech service system'sinnovation in Jilin province are discussed in two aspects: One is the discussion ofrural industrial sci-tech service system's innovation, combined with the naturalresources characteristics in Jilin province. Another is that the key points of ruralsci-tech service system's mode innovation in Jilin province are discussed, based onthe existing modes of rural sci-tech service system.Chapter six, Conclusions and expectations of the paper, introduces the maincreating points of the paper and present the main direction and the field whichshould be studied in the future.
