Research On The Supply Of Agricultural Science And Technology Service Under The Strategy Of Rural Revitalization

Over the past 40 years of reform and opening up,country has paid more attention to agriculture,rural areas and farmers,rural society,economy and culture have developed rapidly.As one rural public goods,agricultural science and technology service is naturally concerned and valued.The strategy of Rural Revitalization proposed in the report of the 19 th National Congress of the Communist Party of China clearly put it as the work focus,pointing out that "deepening the transformation and application reform of agricultural science and technology achievements" and "the quality of agricultural supply need to be improved".With the adjustment of agricultural structure and the acceleration of industrialization,the advancement of structural reform on the supply side of agriculture,the problems of agriculture,rural areas and farmers have become increasingly prominent,and many contradictions and problems have emerged in the supply of agricultural science and technology services.Firstly,the paper explains the background of writing,the purpose,content and significance of the research,describes the research methods,technical routes,characteristics and shortcomings of the article,summarizes the research status from both domestic and foreign aspects,and expounds the relevant concepts and theories.Then,taking the agricultural science and technology service supply of Lin'an District of Hangzhou as the research object,Using the ways of literature review,questionnaire survey and field interview to master the current situation,effectiveness and existing problems of agricultural science and technology service supply of Lin'an District of Hangzhou.After that,problemoriented,selecting 18 sub-variables from five aspects: individual farmers,supply subject,content,quantity and channel,using SPSS for multiple linear logistic regression analysis.Then from the results of statistical analysis and the satisfaction of farmers to the supply of agricultural science and technology services,finding out the factors that affect the satisfaction of farmers to the supply of agricultural science and technology services,and analyzing the reasons for the problems in the supply of agricultural science and technology services.Finally,on the basis of problem discovery and cause analysis,combined with the strategic background of rural revitalization,and with the structural reform of agricultural supply side as the main line,the paper puts forward the countermeasures and thoughts to optimize the supply of agricultural science and technology services.The research results include:(1)The current situation of agricultural science and technology service supply in Lin'an District: the diversification of supply subject and object,the innovation of talent supply mode,the rich and diverse supply content,the large advantages of government promotion channels,and the obvious differences in the structure of supply and demand.(2)Effects: form a "one main and multiple" supply mode,the chief agricultural technology promotion expert system has remarkable effect.(3)Existing problems: the government's agricultural science and technology service capacity is low,the quantity and quality of agricultural technology talents are in short supply,the supply of funds and technology and products is insufficient,the supply structure is unbalanced,and the effective promotion channels and service modes are single.(4)Reasons: the organization system is not perfect,talent team building are lagging behind,the demand for capital and technology is strong,the supply and demand are out of balance in structure,the construction of information platform is not smooth,market competition and incentive mechanism are scarce.(5)Measures and thoughts: improving the organizational system of agricultural science and technology services,strengthening the training and team building of agricultural technology talents,continuously investing funds and new technology and new products,promoting the structural reform of supply side of agricultural technology services,optimizing agricultural technology promotion channels and service platforms,introducing market mechanism and performance evaluation mechanism.The study can provide new perspectives,new ideas and new paths for scholars in related fields.The results can provide replicable and generalizable experience and reference for agricultural science and technology services in Lin'an district and other regions,and help to promote structural reform of agricultural supply side,accelerate agricultural and rural modernization,and realize rural revitalization.
