Research On The New Mission Of Zhejiang Science And Technology Commissioner From The Perspective Of Rural Revitalization

Zhejiang Science and Technology Commissioner System has been implemented in the whole province since 2003.With the development of more than ten years and the implementation of various policies of benefiting agriculture such as science and technology and humanities,Zhejiang's agricultural economy has developed remarkably,rural ecological environment and living standards have been effectively improved,and the Science and Technology Commissioner System has achieved remarkable results.Under the background that rural revitalization has become a national strategy,it is necessary to summarize the experience of science and technology commissioners in Zhejiang Province in the past 15 years and to analyze the specific situation of the system of science and technology commissioners and its implementation,so as to promote the further improvement and deepening of the system of science and technology commissioners,and to give full play to the strategy of Rural Revitalization of science and technology commissioners.Greater role is of great significance.Based on the analysis of the achievements of the construction and implementation of the science and Technology Commissioner system,this paper summarizes the successful experience of the science and Technology Commissioner in Zhejiang Province in the specific implementation process by using the methods of literature survey,empirical research and comparative research.It also puts forward the human capital theory,the theory of poverty alleviation by science and technology and the theory of precise poverty alleviation.At last,from the perspective of rural revitalization,this paper explores the specific ways of serving the Rural Revitalization Strategy by the special commissioner system from the perspective of the specific new requirements of the Rural Revitalization Strategy for the special commissioner system,and puts forward some suggestions on promoting the upgrading of agricultural industry,building ecologically livable villages and inheriting prosperous villages.Measures such as customs,improving the rural governance system and broadening the channels of farmers' income increase provide practical support for the specific policy decisions of the science and Technology Commissioner System in Zhejiang Province.
