Analysis On The Problem Of Facility Agricultural Land In Mountainous Area

For a long time,the registration of facility agricultural land is the main way for agricultural projects to obtain land use procedures,but with the development of modern agriculture,the demand for rural facility land is increasing.On the one hand,the coexistence of non-agricultural facilities and agricultural facilities makes it more difficult for agricultural projects to obtain land use,on the other hand,there are some problems in the registration process of facility agricultural land itself,as a result,it is difficult to promote the filing work of facility agricultural land,resulting in the problems that many facilities agricultural land cannot be filed and agricultural projects cannot completely obtain land use procedures.Based on the analysis of the common problems in the process of the registration of facility agricultural land over the years,taking the system and process of the registration of facility agricultural land as the research main line,this paper considers the reasons from the aspects of topography,planning,policy requirements,cost and process,and puts forward some suggestions on process optimization.The main research contents and conclusions are as follows:(1)This paper analyzes the difficulty of site selection of facilities agricultural land project and construction land project in B District from the aspects of terrain characteristics,land type area and distribution,construction land control area and distribution.(2)Based on the analysis of The relevant departments,filing process,supervision and management method,various land acquisition methods,and the filing situation of facility agricultural land over the years,it is concluded that the low filing rate of facility agricultural land,the long actual filing process,the low filing initiative,and most of the facilities agricultural projects not actively filed occupy permanent basic farmland,construction land and facility agricultural land coexist in large quantities and it is difficult to enforce the law on the built facilities.(3)Through the analysis of many factors affecting the record of facility agricultural land,the problems of the record management of facility agricultural land are identified,such as the flow is not smooth,the supervision is difficult and the enthusiasm of the record is not high.Finally,a set of new system and procedure of facility agricultural land filing is formed by strengthening the supervision and optimizing the procedure of facility agricultural land filing.
