Pepper Price Index Insurance Payment Willingness And Its Impact Research On Factors

The pepper industry is the pillar industry of Zhecheng County,with an annual total output value of 200 million yuan,which has driven nearly 200,000 people across the county to become rich.In order to provide local farmers with the means to circumvent the price risk of peppers and enhance their enthusiasm for pepper production,the local government and Zhongyuan Agricultural Insurance Co.,Ltd.launched a pilot work on pepper price index insurance in December 2017.The premiums are fully funded by the government.The pilot has achieved good social effects,but the mode in which the premiums are fully borne by the government also puts some pressure on the local finances,hindering the further promotion and implementation of pepper price index insurance.This study analyzes the promotion status of pepper price index insurance in Zhecheng County by summarizing the development of pepper industry in Zhecheng County and related concepts of pepper price index insurance,combined with the development of vegetable price insurance in China and the main problems facing it.On this basis,the questionnaire was designed using the CVM method,and the influencing factors of willingness to pay were selected from the four dimensions of pepper farmer's individual characteristics,family situation,external environment,and perception of pepper price fluctuations and the insurance effect.Relevant data were obtained through field investigations,and descriptive analysis was conducted on the data obtained.According to the distribution of willingness to pay,the average willingness to pay for pepper farmers was estimated to be about 29.0 yuan / mu.In addition,the construction of the COX proportional risk model analyzes the main factors affecting pepper farmers 'willingness to pay for pepper price index insurance.According to the empirical analysis results,the main factors affecting pepper farmers' willingness to pay are: understanding of pepper price index insurance,pepper cultivation Area,total household income,the proportion of pepper income in total household income,satisfaction with government policies,the closest distance to thepepper wholesale market and the number of surrounding cold storages.By studying pepper farmers' willingness to pay for the insurance and its main influencing factors,it will help the government to formulate a reasonable level of subsidies,improve the efficiency of the use of financial funds,and also help to improve relevant policies and measures in a targeted manner to improve pepper farmers 'willingness to pay to further promote the implementation of pepper price index insurance.
