With the rapid development of network technology,e-government has become the focus of attention of all countries.Information-based bidding,as an important part of e-government,is gradually replacing the traditional form of bidding and effectively improving the efficiency of government bidding.However,the entire bidding process of the government has the characteristics of long process,strong professionalism,and high complexity.There are still many problems that need to be resolved before the government informationization of bidding can be fully realized.The specific manifestations are in poor compatibility of the bidding information system and related government affair systems.The system is not running smoothly,and some links cannot be separated from offline operations.The above problems lead to high cost and low efficiency of government informationization bidding.In the current situation,how to plan and build a more advanced government bidding information path seems very necessary.IDE innovation theory is an innovation theory based on the integration of ID(industrial design)and IE(industrial engineering).This theory introduces the concept of ID into the application process of IE method.Using IE method to analyze the process,function and structure of ID can effectively solve the problems in the innovation process such as product and market,user disconnection,and solidification of the development process.An effective government bidding informationization path can accelerate the advancement of government bidding informationization construction and effectively improve the operating efficiency and quality of the government bidding informationization system.Based on the sufficient analysis of the feasibility and theoretical advantages of the application of the IDE's innovative theory in the construction of government bidding informationization,the article applies it to the guidance process of the construction of the informationization path of the Huaxian government bidding system.It aims to optimize the informationization process of government bidding.It proposes optimized directions and measures for the reform of government bidding informatization path.It also solves and makes up for the problems of disconnection from the demand,low operation efficiency,high cost and poor interconnection and interoperability in the design of the current government bidding information path and process.According to the IDE innovation theory,this research divides the design process of government bidding informationization system into requirements analysis,functional design,structural development,process optimization,technology replacement and engineering application.Then it carries out overall layout and local optimization of government bidding informationization system.It also decomposes and optimizes the government bidding function,structure and other information integration elements step by step,changes process interrelation,strengthens process and technology integration design and increases the degree of integration of government bidding information and government bidding requirements.Meanwhile,the replacement of new technologies further optimizes the entire process of government bidding,improves the information construction system for the entire life cycle process of government bidding,and builds a new path for government bidding informatization based on IDE innovation theory.Finally,it is applied to the information construction process of the bidding and tendering of Huaxian government,and achieved good results,which verifies the practicability and effectiveness of the new path of government bidding and informatization based on IDE innovation theory,and provides the reference and inspiration for the development of government bidding and information.
