Research On Technology Governance Mechanism Under The Guidance Of Poverty Alleviation Performance

Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping first proposed the important exposition of,"precise poverty alleviation".The party and government issued a series of poverty alleviation policies and measures,which has greatly reduced the number of poor people and achieved remarkable results in poverty alleviation and development.Targeted poverty alleviation,as a wide-ranging,complex and delicate system project,requires strong modern technology support.At the same time,the rural poverty problem has not yet formed a long-term solution mechanism,and there are still problems such as policy deviations,low efficiency,and weak analysis and early warning capabilities in the process of precision poverty alleviation,which require technical explanations.This article is based on a review of domestic and foreign research results on technology governance,combined with the background of precision poverty alleviation,and selects area Y as a specific research object.By comprehensively using anti-poverty theory,technology governance theory,and digital governance theory,This article analyzes the technology governance tools in precision poverty alleviation work,explores the specific application of technology governance in the precision poverty alleviation practice under the guidance of poverty alleviation performance,and summarizes the five major technology governance mechanisms under the poverty alleviation perforrmance orientation,namely the precision of technology governance Identification mechanism,technology integration resource integration mechanism,technology governance multiple coordination mechanism,technology governance dynamic management mechanism,and technology governance poverty exit mechanism.Although technological governance can play its ability and advantages of information collection,processing,analysis,and early warning in the process of targeted poverty alleviation,as a governance concept,it also has weaknesses and shortcomings in practice.The article ends with a view to improving technological governance in precision.The results of the poverty alleviation practice suggest that deepen the participation of technology subjects,broaden the channels of subject participation,strengthen the subject's power and stimulate awareness of participation;focus on balancing value orientation,the balance of instrumental and developmental goals;and prevent technologicalism To avoid the damage to social progress caused by its tension;to examine technological security risks,to strengthen the review and management of technological risks,and to construct risk information disclosure and collaboration mechanisms.
