Research On The Performance Of Precision Poverty Plleviation In Wu Sheng From The Perspective Of Farmers

The precise poverty alleviation policy is proposed and implemented in the country especially poor farmers in poor areas of poverty,and poverty reduction effect is very significant,which is an important part of life in our country construction and new rural construction.However,with the new situation of poverty alleviation and evolution,the difficulty of the work of deepening poverty contradiction,on the effectiveness of poverty alleviation assessment acceptance it will become more complex.According to the performance of wusheng County accurate poverty,poverty alleviation of poverty to establish precise evaluation system,through the empirical analysis of wusheng County poverty alleviation precise achievements and problems,explore ways to improve the performance of the wusheng precise poverty on the basis of.This paper first combs and analyzes the current situation and specific measures of precision poverty alleviation in wusheng County,and explores the core and breakthrough of wusheng County's accurate poverty alleviation.Secondly,the causes of poverty and poverty of poor farmers wusheng County power mechanism as the core to construct the index system.Finally,based on the investigation data of wusheng poor households in 2014 and 2016,the use of AHP and fuzzy comprehensive evaluation method to evaluate the precision of wusheng County poverty alleviation poverty reduction effect,obtained the following conclusions:1.The effect of precision poverty alleviation is improved obviously in wusheng County:(1)As a whole,wusheng County poverty alleviation precise poverty reduction performance scores from 2014 51.84 growth of 73.31,it shows that the process of precise poverty poverty reduction policy implementation in wusheng County has achieved good results.But as of 2016 the comprehensive performance score is still not achieved high scores,it needs to further promote accurate poverty alleviation poverty reduction policy and the policy of expanding coverage;(2)From the level of economic income,scoring only 52.10 in 2014,then in 2016 to improve to 69.16,from the research situation,the farmers have said the precise poverty alleviation policy in full swing in the county,promoting the project better.(3)The capability evaluation value from 44.21 in 2014 increased to 77.45 in 2016,that the implementation of the policy has a clear concept to change the precise poverty farmers life skills,by promoting the transformation from the traditional single poor farmers livelihoods to diversified sustainable livelihoods.(4)Evaluate the effect from 2014 52.69 development opportunities score has increased to 69.32 points,the support and help through skills training and infrastructure construction will greatly increase its development and employment opportunities.But because of the restriction of the education,it is hard to find jobs through the Internet and other new ways.(5)From the point of view of the satisfaction of the policy implementation,the grade of evaluation is very high,reaching 95.65 in 2016.From the various stages of identification,the implementation and management,the precise poverty alleviation policy is managed by a special person who regularly returned to visit farmers,so that farmers can feel their dominant position.Farmers agree and support the implementation of the precise poverty alleviation policy.2.Combined with the current problems in poverty reduction wusheng precise poverty exists,and put forward the corresponding countermeasures and suggestions:(1)Improve the precise mechanism for poverty alleviation,and fully mobilize the enthusiasm of farmers to participate;(2)To speed up infrastructure construction in poor areas and improve the level of public services;(3)To broaden the financing channels and establish a diversified financing mechanism;(4)Focus on improving the overall quality and policy implementation ability of grass-roots team.
