The outline of the 13th Five-Year Plan of the Communist Party of China,the report of the 19th National Congress of the Communist Party of China,and the new background of the conversion of old and new kinetic energy all emphasize the key role of the PPP model in infrastructure construction.The existence of factors such as complexity and long cooperation cycles often cause more problems in the implementation of PPP projects.Failure of PPP projects will damage the interests of the public and lead to the crisis of government trust.Therefore,for the PPP government regulators,it is urgent to evaluate the management level of the PPP project and summarize and analyze the key factors of the success and failure of the PPP project.In order to effectively reduce the failure rate of PPP projects and protect the interests of the public,the PPP government regulators need to strengthen the supervision of the weakness of PPP project management.Project management maturity evaluation model is an effective method to evaluate the level of project management.It can effectively identify the shortcomings of project management and provide a path for improving project management capabilities.However,there is no research based on the perspective of the PPP government regulators to build a PPP project management maturity evaluation model and evaluate the PPP project management level.In order to evaluate the management level of PPP projects,this study built a PPP project management maturity evaluation model based on the perspective of PPP government regulators.Firstly,combing the Wuli-Shili-Renli(WSR)system methodology and the OPM3,this study analyzed PPP project management maturity model to determine the functional positioning and architectural design of the model,and the model was divided into three dimensions,respectively,maturity level,project management category,and maturity evaluation index system.The maturity level included initial level,growth level,standard level,control level and optimization level.The project management category included three categories:Wuli,Shili and Renli.The maturity evaluation index system was divided into four levels:the target layer,the category layer,the element layer,and the indicator layer;Secondly,based on the literature research and expert interviews,the 18 PPP project management elements at the element level were classified according to the Wuli Shili Renli factors at the category level.The Wuli level was defined as the stateful results that need to be achieved by the PPP project,and the Shili level was defined.as the dynamic management process in the PPP project management process,the Renli layer was the interest claim and coordination and cooperation between the various stakeholders of the PPP project.Then,according to the element layer,53 index layer indicators were selected,and the meaning of the index layer indicators were defined;Thirdly,combining the characteristics of each level in the PPP project management maturity evaluation index system,determined to use the expert group scoring method,matter-element extension method,two-dimensional quadrant method to evaluate the PPP project management maturity,and used the AHP-entropy value method to determine the index weights.Finally,combined with two PPP project examples,the validity of the model's function was verified,and the path and countermeasures for improving the maturity of PPP project management were given.The PPP project management maturity evaluation model constructed in this study enriched the relevant research of PPP project management maturity evaluation.The PPP project management maturity evaluation index system constructed based on the WSR system methodology improved the research on PPP project evaluation;Using this model,the PPP project management team can evaluate the level of project management,identify the shortcomings and deficiencies of the current project management work,identify the path to improve the maturity of project management,accumulate practical experience in PPP projects and look for the best practices of PPP project management;PPP government regulators can summarize the reasons for PPP project success and failure based on the results of PPP project management maturity assessments,strengthen supervision of the weakness in PPP project management,and improve current PPP policies to promote high-quality development of the PPP market.
