Since the reform and opening up,the development of industrial economy has achieved gratifying results and made great contributions to the stable and healthy development of China's national economy.But the extensive growth for a long time has brought serious problems such as overcapacity and environmental pollution.In this regard,at the Central Economic Working Conference in December 2015,five tasks were put forward:capacity removal,inventory removal,leverage removal,cost reduction and shortcomings compensation.How to standardize,efficient and environmentally friendly solution to excess capacity has become the focus of increasing concern.As China enters the stage of high-quality economic development,in further deepening the structural reform of the supply side,it is particularly important to bring innovation-driven development,strategy into play to improve productivity utilization and ensure high-quality industrial development.This paper is based on the panel data of 30 provinces and municipalities(except Tibet,Hong Kong,Macao and Taiwan)from 2007 to 2016.Firstly,the index of energy utilization is improved,and the non-radial DEA-SBM model is used to calculate the green productivity utilization rate.Secondly,the sub-index is selected from the four dimensions of innovation input,innovation output,innovation efficiency and innovation environment,and the innovation development quality index is synthesized by principal component analysis.The system GMM and panel threshold model are used to explore the impact of innovation development quality on green productivity utilization.And the innovation development quality index is divided into four dimensions:innovation input(?),innovation output(IO),innovation efficiency(ie)and innovation environment(IET)to study the impact of each dimension on green capacity utilization.Finally,suggestions are put forward.The results show that:during the research period,the green productivity utilization rate showed a trend of fluctuation and decline,fluctuation and decline in 2007-2009;continued to rise in 2009-2011;from continued decline to a slight rebound in 2011-2016.Regionally,the distribution of green productivity utilization rate is central>Eastern>western,but it has changed in 2016,and the utilization rate of green productivity in eastern China has reversed that in central China.During this period,the quality of industrial innovation development showed a steady upward trend.Empirical results show that improving the quality of innovation and development is conducive to improving the utilization rate of green productivity in both national and regional samples.However,the promotion effect of innovation development quality varies with time,which is manifested in the obvious weakening of its promotion effect after 2011.When the quality of innovation development is lower than the threshold value of 13.3975,its promotion effect on the utilization rate of green production capacity can reach 2.38%,but when the quality of innovation development exceeds the threshold value of 13.3975,its promotion effect is less than 1%,which leads to quite obvious recession.The overall sub-dimension test found that,in addition to innovation input,innovation output,innovation efficiency and innovation environment can significantly improve the utilization rate of green productivity;specific to the regional level,the impact of the four dimensions on the utilization rate of green productivity is different.
