The Performance Evaluation Of The Rural Minimum Living Security At Kashi In Xinjiang

As an important part of the rural social security system,rural minimum living security system in China plays an important role in comprehensively lifting people out of poverty and promoting rural stability.It was formally proposed by the state council in 2007 and it was a subsidy for people whose household income is below the local minimum.Xinjiang kashgar region is the emphasis and difficulty of poverty engines,local current rural subsistence allowances system to a certain extent,alleviate the local poverty,has provided the safeguard for the crucial poverty.But at the same time,also found that there still exists certain defects in the system running,the lack of a set of perfect appraisal system for scientific evaluation for the subsistence allowance.This paper evaluates the operation and implementation of the rural subsistence allowance system in Kashgar by constructing a performance evaluation system.On the one hand,it enriched the current theoretical research content of rural social assistance and rural social security in Kashgar;on the other hand,it evaluates the performance of rural subsistence allowance in Kashgar to provide countermeasures and Suggestions for the continuous improvement and development of the local subsistence allowance system.After reviewing the related domestic and foreign scholars study,this article from the object,the standard and the fund of subsistence allowance from three aspects this paper expounds the kashgar region rural subsistence allowances system running status.Combined with the three-stage comprehensive model of performance evaluation,the framework of performance evaluation system was established.According to the "4E" theory,10 indicators,including the standard replacement rate of subsistence allowance,the replacement rate of consumption,and the life assistance rate,were selected to construct the index system.Ahp and PCA were used to calculate the index weight.In the empirical analysis,the index system is mainly used to measure the operation of rural subsistence allowance in Kashgar from 2009 to 2018,and the deficiencies of the rural subsistence allowance operation system are found,and the obstacles to the effective operation of the local rural subsistence allowance system are analyzed by using game theory and other methods.In based on the results of performance evaluation index calculation,summarizes the conclusion of the performance evaluation of local rural residents system,puts forward the corresponding countermeasures and Suggestions as well as follow-up still need to improve.
