Contents of the abstract.Times New Roman.It's the transition period that the third information technology revolution and the fourth artificial intelligence revolution,various countries are actively formulating strategies in order to seize the commanding heights of the new stage of development.China proposes "Made in China 2025",and the "new generation of information technology industry" is listed as a strategic emerging industry and is being promoted.This article takes the "new generation of information technology industry" as the research object,and selects the complexity of export technology as a measure.This paper also selects institutional quality and productive service imports as the core explanatory variables for research.First,based on the cost discovery theory,this paper analyzes the impact mechanism of institutional quality and productive service imports on the technical complexity of exports.The "Information Technology Industry" product library has selected a representative 42 countries to measure the technical complexity,and found that the technological complexity of the industry in China has steadily increased since 2000.This article then conducts an empirical analysis.The research finds that both the system quality and the import of productive services have a significant positive impact on the technical complexity of industrial exports.At the same time,the lagging term of export technical complexity also has a significant positive impact on the current export technical complexity.In addition,human capital and economic development also have a positive impact,but there is a negative correlation between foreign direct investment and technological complexity of exports.The relevant suggestions in this article are as follows:First,firmly implement the "Made in China 2025" strategic plan,and actively promote strategic emerging industries represented by the "new-generation information technology industry".second,strengthen the construction of "new infrastructure" and actively guide the innovation and investment of advanced information technology industries.Third,strengthen system construction and promote the improvement of system quality.Fourth,further develop the import of productive 'services and promote the import of related products represented by advanced factors.Fifth,firmly implement the strategy of "powerful country through talents" to strengthen human capital accumulation.Sixth,further open up to the outside world and strengthen economic and trade exchanges.
