In North China,due to long-term over-exploitation of groundwater,the groundwater level has dropped,resulting in the formation of the largest groundwater funnel in the world.In order to solve this problem,Hebei Province earnestly implements the national sustainable agricultural development and the strategy of "having grain in the ground and storing grain in technology".Since 2014,the groundwater funnel area has carried out a seasonal fallow pilot project on the basis of strengthening the comprehensive management of groundwater overexploitation.At present,scholars at home and abroad have little research on the effect of seasonal fallow policy implementation.Therefore,the effect of the implementation of the seasonal fallow policy in the past five years and the feedback of the participating farmers to the policy are evaluated and researched,the achievements and shortcomings in the implementation of the policy are analyzed,and the promotion effect of the seasonal fallow policy is improved,which is conducive to the realization of groundwater funnels.The dual goals of water saving and food preservation in the district.This paper takes sustainable development theory,externality theory,farmer behavior theory and ecological compensation theory as the theoretical framework for research,defines related concepts such as seasonal fallow,and summarizes the research status of domestic and foreign scholars on fallow.According to the survey on the agricultural development conditions in Hengshui City and the current status of the implementation of seasonal fallow policy,first of all,in order to explore the sustainable development of agriculture in the region where the policy is implemented,an index system for evaluating the effect of seasonal fallow policy was constructed from a macro perspective,and adopted Entropy Weight-TOPSIS model objectively evaluates the implementation effect of the policy.Secondly,since farmers are micro-behaviors and basic management decision-making units for fallow activities,their satisfaction in the implementation of policies is crucial.In order to further investigate the degree of direct beneficiaries' response to policies,the implementation of fallow policies was carried out from the perspective of farmers.Evaluation research.In the study,field surveys were conducted in five counties of Jizhou District,Shenzhou City,Zaoqiang County,Anping County,and Gucheng County,the main fallow areas of Hengshui City,and an orderly logistic regression method was used to select the gender and age of the interviewed farmers.14 indicators,such as the actual cultivated area of the family and the level of understanding of the fallow policy,further evaluated the farmers' satisfaction with the seasonal fallow policy and analyzed its main influencing factors.According to the results of modeling and empirical analysis,the main research conclusions are as follows:First,although the scale of the implementation of the seasonal fallow policy in Hengshui City has been expanding year by year,because the fallow experiment is still in its infancy,the sustainability and macroscopic effects of the policy implementation are not yet very obvious;second,66.4%of the surveyed farmers It is believed that the seasonal fallow policy has achieved results to a certain extent,and the overall satisfaction of farmers with the policy is 1.08,which is between general and satisfactory,indicating that farmers'awareness of seasonal fallow policies still needs to be improved;third,based on impact Factor analysis found that the age,education level,actual cultivated area,understanding of the policy,evaluation of compensation standards,implementation effect of fallow,the timely payment of subsidies and changes in household income after fallow,constitute the actual implementation of the policy.The main influencing factors that need to be considered.The innovations of the research are mainly reflected in two aspects:one is to evaluate the implementation of the fallow policy in the typical seasonal fallow pilot area-Hengshui City from different perspectives.Not only did it study the implementation effect of the regional fallow policy from the macro level,but also The microscopic perspective examines the satisfaction of farmers,which makes the analysis and evaluation of the effects of seasonal fallow policies more comprehensive;the second is to construct an index system to evaluate the effects of seasonal fallow policies,and use the entropy-TOPSIS model to measure the effects of fallow policies.The annual scores quantitatively analyze the specific effects of the policy after its implementation in Hengshui area.Enrich and perfect the theoretical analysis system for the evaluation of my country's farmland fallow policy.
