Research On Rural Industry Revitalization Under Rural Hollowing

General Secretary Xi Jinping emphasized the people’s livelihood and the three rural issues in the nineteen major reports of the party.It is the key work of the party and the state.We must uphold the priority of agriculture and rural development,implement the strategy of rural revitalization,and ensure the national food security.In 2018,in response to the strategy of rural revitalization,the State Council studied and issued a series of relevant supporting plans,and formulated the general strategic policy of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life".As the primary task of implementing the strategy of rural revitalization,industrial prosperity is the key to solve the "three rural" problem and realize the construction of agricultural modernization.However,since the 1990 s,with the continuous improvement of agricultural mechanization and agricultural science and technology,more and more rural labor force has been liberated,and the rural surplus labor force is increasing day by day,and constantly flowing to the city.The massive loss of rural labor force has led to the increasingly prominent phenomenon of rural hollowing.Going out to work can broadening the income source of rural population and improving the economic situation of rural families;however,it leads to the lack of the main body of agricultural development in rural areas,which has a negative impact on the rural industry and hinders the realization of the Rural Revitalization Strategy.This paper chooses Nanchuan District of Chongqing as an example.This district is located in the southwest mountainous area,the agricultural development is relatively slow,the farmers’ income is relatively low,a large number of rural labor choose to leave the countryside to work in the city,which is the root of rural hollowing.With the increasingly serious hollowing of rural areas,how to develop rural industry and realize the goal of Rural Revitalization has become the top priority for rural workers.Based on paper investigation and interview,it finds that there are hollowing out of population,industry and land in the local rural areas.At the same time,it focused on analyzing of the impact of hollowing out of rural areas on the development of rural industries.It believes that hollowing out of rural areas will lead to the loss of the main body of rural industrial development,the small and scattered scale of rural industries,the insufficient integration of rural industries,and the weak foundation of rural industrial development and so on.In view of the above analysis,this paper puts forward relevant policies and suggestions to revitalize the local rural industry,mainly including: Firstly,multiple measures should taken together to cultivate new agricultural production subjects;Secondly,industry,agriculture and service industry should integrated to development together;Thirdly,Orderly promoting the rural production infrastructure construction to ensure the development of rural industry.It aims to promote the sound and rapid development of rural industry,so as to realize the Rural Revitalization of Nanchuan district.
