| The implementation of the rural revitalization strategy is a major decision and deployment made by the 19th National Congress of the Communist Party of China.Industrial prosperity is an important foundation for rural revitalization.Rural industrial revitalization under the rural revitalization strategy involves many aspects of systematic engineering such as industrial structure,talent cultivation,investment mechanisms,and policy guarantees.By using the methods of literature analysis,induction and investigation,and by means of systematic analysis and comparative analysis,this paper makes a general analysis and research on the theories of agricultural industrialization,industrial cluster and industrial integration,and analyzes the significance of implementing the Rural Revitalization Strategy on the basis of a detailed interpretation of the rural revitalization strategy.At the same time,drawing on the experience and practice at home and abroad,through empirical analysis,this paper investigates the current situation and measures of rural industry revitalization in Hanjiang District of Yangzhou City,analyzes the resource elements and key measures of rural industry development,and explores effective measures for promoting rural industry revitalization.The purpose of this study is to explore an effective way to realize the revitalization of rural industry by means of points to areas.As a main urban area of a famous historical and cultural city,Yangzhou City,Hanjiang District is located in the western part of Yangzhou and central part of Jiangsu Province,adjacent to the Yangtze River in the South and Shaobo Lake in the north,and belongs to the north subtropical humid monsoon climate.It has low mountains and hills,along the lake landform,and the Yangtze River flood plain landform and is the transition area from the relatively developed southern Jiangsu Province to the relatively backward Northern Jiangsu Province.With relatively rich agricultural resource it is not only a vegetable basket base in Yangzhou urban area,but also an important national commodity grain base and a main production area of aquatic products.The development of rural industries in Hanjiang District to a large extent represents the development of industries in the more developed areas in central Jiangsu Province.Therefore,Hanjiang District was selected as the research area to investigate the development of rural industries and focus on the positive and effective measures taken in the revitalization of rural industry.At the same time,based on the regional reality,this paper analyzes the existing problems and reasons,dissects the typical development mode of the District,and discusses the ideas and countermeasures of rural industry development under the new situation,so as to provide a reference for the rural industry development promotion in the middle of Jiangsu Province which has a good representative value.The investigation and analysis results showed that in recent years,regarding industrial revitalization as the leading project ofRural Revitalization,centering around the development orientation of "pastoral Hanjiang urban agriculture",and combining with the actual situation of Hanjiang half city and half township and Yangzhou main urban area,Hanjiang District takes the road of modern agricultural development with scale,efficiency and brand,drives development with characteristics,derives industries with development,has made great efforts to form a rural industrial development pattern dominated by basic industries such as high-quality grain and oil,special aquatic products,livestock and poultry breeding,ecological fruits and vegetables,and characterized by leisure and sightseeing agriculture,processing and circulation of agricultural products.The agricultural scale and brand construction have achieved certain results,and the development level of rural industry in the region has been comprehensively improved.The achievements were mainly contributed to the continuous improvement of organizational leadership,organizational system and personnel training level,the orderly promotion of the overall integration of agricultural related funds,the implementation of village level organization operation funds,the priority allocation of land for rural primary,secondary and tertiary industry integration projects,and the further enhancement of investment guarantee mechanism.However,there are also some problems and deficiencies,such as the low scale level,the lack of leading agricultural enterprises,the lack of factor guarantees,the short and low integration of the three industries.On the basis of theoretical discussion,experience reference,empirical analysis,comparison,and the reality of Hanjiang District,Yangzhou City,this paper proposed overall ideas,target frameworks and countermeasures for the revitalization and development of rural industries,and suggested that in order to accelerate the revitalization of agricultural industry in Hanjiang District,it is necessary to take the strategic plan of Rural Revitalization of the State Council and the ten major projects of Provincial Rural Revitalization Strategy as the guidance,adhere to industrial integration,coordinated promotion,green development,planning guidance,high-level planning,promote the Rural Revitalization Strategy of Hangjiang’s practice,accelerate the construction of modem agricultural industrial system,production system,operation system,industrial platform and project support system,promote the process of green+,standard+,intelligent+internet+ process of rural industries,simultaneously enhance the efficiency,brand,scale and planning of rural industries in the region,and eventually realize the "five enhancements" of infrastructure,structure,power,efficiency and advantages.The district should also consolidate the basic position of agriculture,build high standard grain fields,improve the efficiency of large-scale planting,extend the grain production chain,increase the added value of agricultural products,promote the large-scale,ecological and brand building of aquaculture and animal husbandry,scientifically plan the rural leisure resources,increase the order of agricultural production services,establish industrial consortia,promote the integration of rural primary,secondary and tertiary industries,form efficient and high-quality development of rural industries,and continuously enhance the influence and comprehensive benefits of regional leading industries and famous brands.We suggest the district to implement supporting policies for agricultural industrialization,processing of agricultural products,leisure agriculture,and circulation of agricultural products,establish and improve the mechanism of financial input guarantee and stable growth,realize the sound rural industrial system,broaden the channels for farmers’ continuous income increase,and put in place policy support and guarantee,so as to promote the revitalization of rural industry and achieve continuous results. |
