As an important breakthrough in the scientific and technological innovation system of our country,the combination of industry,university and research is one of the elements of the development of innovation and entrepreneurship industry,and it is also an important growth pole to help the local economic and social development.The combination of industry,university and research in China began in the late 1980 s.At the National Science and Technology Congress in2006,it was clearly proposed that the combination of industry,university and research should be regarded as an important breakthrough in national scientific and technological innovation.Innovation is the first driving force to lead the economic and social development.University Science and Technology Park,as the gathering area of innovation resources,plays a very important role in the local development.Changqing District,as the bearing place of the Science and Technology Park of the Western University of Jinan City,Shandong Province,has been obtained in recent years by the combination of industry,university and research.Some achievements have been made,but compared with Japan,Shenzhen and other advanced areas at home and abroad,there are still many problems.How to make full use of the superior resources of industry,university and research has become an urgent problem to be solved.This paper introduces the background and significance of the topic,introduces the basic situation of the combination of industry,university and research in Shandong Jinan Changqing District,and then introduces the theory of the combination of industry,university and research,the mode of industry-university-research combination and other related research status at home and abroad.Based on the three helix theory,this paper analyzes the present situation of the combination of industry,education and research in Changqing District,deeply excavates the existing problems,and puts forward some feasible suggestions.The present situation of the combination of industry,education and research in Changqing District from four aspects: government,colleges and universities(scientific research institutes),enterprises and tripartite cooperation.Changqing district industry-university-research integration organization is Changqing district industry-university-research integration development headquarters,Changqing district government temporary working organization,led by Changqing district CPPCC,Changqing district industry-university-research integration development command department has an office,specifically responsible for Changqing district industry-university-research integration development work,this paper introduces it from the aspects of institutional functions,personnel situation and work content.In the aspect of the basic guarantee of the transformation of scientific research achievements in colleges and universities(scientific research institutes),this paper mainly introduces the research in the long and clean area,the article analyze the following problems: the government agency is not perfect,the government policy system is not perfect,the government agency management personnel are not fully equipped,the incentive system of the university(scientific research institute)is not perfect,The hatching rate of the high-level space enterprises in colleges and universities(research institutes)is low.From the analysis of the three-spiral theory,it is mainly that the government policy control measures of Changqing District are not perfect,the recognition and the capacity of the government-related functional personnel are not enough,the government-led professional intermediary is lacking,and the scientific research and conversion system of the university(scientific research institutes)is not perfect.The development orientation of some small and medium-sized enterprises is not clear,and the enterprise talent introduction system mechanism unhealthy,the three parties are difficult to integrate and release the innovation vigor is not enough.Based on the analysis of the three-screw theory,reference is made to the advanced experience of the city of Tsukuba Science in Japan and the Nanshan District of Shenzhen.the paper puts forward several countermeasures: firstly,to strengthen the leading role of the government,to strengthen the policy guidance,to improve the institution construction,to increase the investment and to provide hardware support.The second is to enhance the vitality of the university(scientific research institutes),to set up a scientific research and transformationsystem and to establish a scientific incentive mechanism.thirdly,to promote the innovation of the enterprise industry,to improve the
