Research On Problem Of Developing Outsourcing Industry In Changqing District Of Jinan

Service trade has become the main part in the modern industrial structure and become the leading strength in the international labor division. As an important part of modern service trade, outsourcing play key role to promote the economic development through which many countries and areas implement their strategic targets of economic development, upgrading of industries, enlarging employment and optimizing the economic structure oriented to the rest of the world. Since the exposion of the financial crisis, countries around the world take the measure of industrial restructuring and upgrading to cope, which promote a growing number of multinational corporations and financial institutions contract with other countries and regions to more business, including outsourcing some of its core business. For the developing countries, especially for China, to grasp the development of the international outsourcing will influence the process of the development of service industry.Recent years many local government try their best to promote the development of outsourcing industry because central government emphasize on the development of the third industry and intensive economy. To seize the historical opportunity of the development of outsourcing industry means a great deal to Changqing District with rich natural and human resources.The article gives perspective study on developing outsourcing industry of Changqing District on the basis of the successful experiences and practice through literature review, case analysis, contrastable analysis, interview and combining theory with practice. It will be beneficial for both policymaking of outsourcing and the development of other regions in China.Besides introduction, this article is divided into four parts.The first part, discuss the basic issues of outsourcing such as the connotation, classification, feature and the motivation of outsourcing industry.The second part, start from the duration and effect of developing outsourcing to conclude the existing problems in the development of outsourcing. Firstly, the train of thought of developing outsourcing is not clear; secondly, the capability of doing outsourcing business is weak; thirdly, lack outsourcing professional talent; fourthly, intellectual property protection degree is not adequate. The reasons are as following:firstly, the recognization to outsourcing is not enough; secondly, there exist financing difficulty; thirdly, talent training couldn't meet the social need; fourthly, lack recognization to the importance of intellectual property.The third part, analyze the importance of developing outsourcing industry in Changqing District and the paper offers great insight into the development of outsourcing industry from internal and external two sides. For internal side, there are lots of advantages such as location advantage, industry advantage, training and storing of software talent and policy advantage; for external side, the scale and scope of outsourcing has become much larger; the market prospect has an extensive future; offshore business become more and more; the outsourcing market at home and abroad become mature and the government pay more attention to the business.The fourth part, the existing problem and countermeasure of developing outsourcing industry in Changqing District. Firstly, pay more attention to developing outsourcing industry on strategy level; secondly, give full play to promote the development by the government; thirdly, introduce and train talented person for outsourcing; fourthly, improve the investing environment for outsourcing industry of Changqing District.The last part is the conclusion.
