Study On The Problems,Causes And Countermeasures Of Rural Collective Management Land Use In Rugao City

The scientific and healthy development of rural collective management construction land is not only conducive to the prosperity of agriculture,the revitalization of rural areas,the increase of farmers' income,but also the promotion of urbanization.Rugao City,which has not been piloted as a rural collective management construction land,is used as a research object.The literature research method,observation method and comparative analysis method are used to sort out the current situation of rural collective management construction land in Rugao City.The management method is out of line and the circulation problem highlights three angles.It proposes the lack of planning guidelines for rural collective management construction land in Rugao City,low administrative efficiency,high idle disposal rate,backward industrial structure,serious land pollution,and illegal land use.The right holders have low willingness to dispose,lack of standardized guidance for circulation,uneven distribution of transfer income,and unconnected old and new policies and regulations.Furthermore,using government tool theory and game theory to analyze the causes of problems,mainly the lack of local government administrative management,insufficient provincial government protection,and national policies and regulations are outdated.Finally,from the perspective of sustainable development theory,the local government has increased the intervention of administrative means to promote the optimal allocation of collective management construction land,the provincial government to strengthen the protection to promote the effective management of collective management construction land,and the acceleration of policies and regulations at the national level to promote collective management.Sex construction land entering the market can be based on three aspects of countermeasures and suggestions,with a view to the role of collective management construction land in Rugao.
