Research On Cognitive Resource And Access Ways Of Improvisation In Major Emergencies

Human society has developed to this day.Due to the acceleration of the modernization process,the deepening of resource development and utilization,and the widespread use of network communications,the economic,social and natural worlds have entered a stage where emergencies are frequent,destructive,and influential,and they are characterized by high levels of complexity,superposition,and unconventionality.Humans have entered the "risk society." From the "9.11" terrorist attacks in the United States in 2001 to the SARS epidemic in 2003,from the Indian Ocean tsunami that killed 300,000 people in 2004 to the freezing disaster that swept through southern China in 2008 and the "5.12" Wenchuan earthquake,and then to2010,from US Gulf of Mexico oil spill accident to the Ethiopian passenger plane crash in 2019,and the landslide event in xiangning,linfen,which happened around us,the shocking and major incidents not only brought immeasurable losses to human life and property,but also caused serious threats to social harmony and stability,and it also tested the managers' abilities to govern.Faced with major incidents in which society and nature are intertwined,the original well-designed “one case,three systems” and material reserves are far from meeting the overall trend of situational changes,requiring decision makers to make impromptu decisions on major emergencies.The effective implementation of impromptu decision-making must consider the difficulty of obtaining various resources.Among many resources,cognitive resources are one of the most important resources.Therefore,the cognitive resources of decision makers,the ability to acquire resources in impromptu decision-making are studied.In this way impromptu decision-making becomes an effective action,and new ideas and angles are provided for the response of major emergencies.This paper starts with the feature identification,function,concept analysis and classification of cognitive resources in impromptu decision-making in major emergencies,and studies the application of cognitive resources of decision makers in different major emergencies and in different stages.The main contents include the following:Firstly,based on summarizing related research at home and abroad,this paper summarizes the resource classification and resources' supply and demand characteristics in major emergencies.On this basis,the cognitive resources of enterprise managers are introduced into the impromptu decision-making of emergencies,and the characteristics,functions,concepts and classifications of cognitive resources are studied and analyzed.Secondly,this paper uses case analysis to select three main types of emergencies,and specifically analyzes the impromptu coping strategies and coping styles of different decision levels in different types of emergencies.The role of cognitive resources is different.Then,the emergencies have periodic characteristics.Different levels of decision makers use different cognitive resources to solve the problem of lack of resources,and cognitive resources play different roles.Finally,from the perspective of relationship,decision makers can obtain cognitive resources,effectively combining formal working relationships with informal personal relationships to improve the efficiency of emergency handling and enrich resource access.On this basis,give some suggestions on how decision makers can improve cognitive resources.
