Due to the acceleration of urbanization in China and the continuous development of the economy,"land shortage" has appeared in many places in our country.The existing construction land can no longer meet the needs of urban development.In rural areas,collective construction land is largely idle,and farmers spontaneously circulate.Gradually increase.In the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening the Reform," the state clearly stated that it is necessary to establish a unified urban and rural construction land market and allow rural collectively-operated construction land to be sold,leased,and invested in accordance with planning and use controls.The same access to the state-owned land,the same price and the same price.The “three plots of land” reform in rural areas insists that the nature of public land ownership does not change,the red line of cultivated land does not break through,and the interests of farmers are not damaged.In accordance with the principle that major reforms are based on law,China has continued to advance the trial of rural land expropriation,collectively-operated construction land access to the city,and housing site system reform.All these have greatly promoted and promoted the transfer of collective construction land use rights,allowing collective construction land to play a better role under the constraints of the system.In response to the changes after the amendment of the Land Management Law,combined with the current rapid development of industrialization,urbanization,and urban-rural integration,the contradiction between the demand for urban construction land and the scarcity of land resources has become increasingly prominent.Circulation is the general trend.Therefore,how to explore the circulation mode suitable for the region becomes particularly important.This article lists many domestic and foreign scholars' research on the transfer of collective construction land use rights,including research on the necessity,the factors that affect the transfer,the study of the transfer model,and the actual case study.The related concepts of collective construction land use right transfer are introduced as the research basis,and the current institutional arrangements and typical domestic practices in domestic and research areas are discussed in detail.Then,based on the background,profile,location,land use requirements,and land parcels of the Qiqihar City A project,the land use analysis wasconducted.Based on the full reference of the five typical domestic circulation models,the literature analysis method,case analysis method,and comparative study were used.The method of inductive and summary methods,through data collection and analysis,selects the suitable plots of Qiqihar City A project for transfer,and then draws measures to promote the transfer of collective construction land use rights in Qiqihar City A project.
