Research On Path Selection Of Rural Collective Property Right System Reform To Reduce Poverty

China is entering a new stage of poverty.In this stage,the poverty characteristic changes from one-dimensional poverty to multi-dimensional poverty,from absolute poverty to relative poverty.In addition,the income gap between urban and rural areas in China is large,and the poor are mostly concentrated in rural areas.How to alleviate the poverty problem in rural areas has become an important issue that our country needs to solve urgently.Since the 18 th National Congress of the Communist Party of China,the country has fully affirmed the role of the reform of the rural collective property right system in protecting the rights and interests of farmers' collective asset income distribution,increasing farmers' property income and alleviating poverty.From the perspective of livelihood capital,this paper constructs a theoretical model of poverty reduction path through the reform of rural collective property right system by using property right theory and inclusive growth theory,and conducts field visits to several villages to verify the model by using multi-case analysis method.The specific ways to reduce poverty are as follows: the reform of the rural collective property right system has promoted the large-scale management of land and increased the property income of farmers,thus increasing their financial capital;The reform of the rural collective property right system has promoted the rural labor force's mobility between urban and rural areas,increased the farmers' wage income,and thus increased the farmers' financial capital.The reform of the rural collective property right system has promoted the function of "unification" of the rural collective.On the one hand,it is conducive to the development of the rural collective economy and the expansion of the rural collective economy,benefiting every member of the collective economy through the "trickle-down effect".On the other hand,by adjusting the way of income distribution and improving the security system,the income of the relatively poor groups in rural areas is increased and inclusive growth is promoted.The reform of the collective property right system has accelerated the growth of farmers' income and eased the relative poverty in urban and rural areas.This paper verifies the above theory with the help of many cases,and the conclusion is consistent.This study found that the implementation of the rural collective property right system reform plays an important role in alleviating poverty.The specific manifestations are: First,it can promote the integration and development of rural industries,revitalize the countryside,narrow the income gap between urban and rural areas,and reduce the Gini coefficient.Second,it can improve the social security system,give full play to social governance functions,and alleviate poverty in rural areas.
