Today,with emphasis on the concept of green development,improving the level GTFP is the ouly choice to develop the economy.Meanwhile,the two core aspects(economic vitality and environmental impact)that determine the level of GTFP are closely related to the industrial production activities.Therefore,it is necessary to quantitatively analyze the influence of the industry integration of Beijing-Tianjin-Hebei on GTFP and then to seek the realistic way to further improve the level of GTFP under the background of vigorously promoting the integration of Beijing-Tianj in-Hebei.Based on the fact that the integration of Beijing-Tianj in-Hebei is slower than that of the Yangtze River Delta,and the economic vitality is insufficient,but the environmental problems are prominent,this paper takes 2004-2016 as a sample to analyze the impact of the industry integration of Beijing-Tianj in-Hebei on GTFP,and makes a comparative analysis with the Yangtze River Delta for suggestions of industry integration and green development of Beijing-Tianj in-Hebei.Firstly,considering that regional industrial integration is a state of division of labour and cooperation within the region,this paper makes a comprehensive evaluation of the level of industrial integration from two aspects of market integration and industrial division of labor,and explores the crux of the slow progress of the integration of Beijing-Tianj in-Hebei from the two aspects by comparing with the Yangtze River Delta.Secondly,SBM directivity distance function and Luenberger productivity index are used to measure the value of GTFP variation and the difference between Beijing-Tianjin-Hebei and the Yangtze River Delta is analyzed.Finally,on the basis of considering the spatial spillover effect,the spatial econometric model is established to measure the influence of the industry integration of Beijing-Tianjin-Hebei on GTFP,and the difference on this effect between Beijing-Tianjin-Hebe and the Yangtze River Delta is also explored.Through the empirical analysis,the following conclusions are drawn:(1)for Beijing-Tianjin-Hebei,there is a problem of "three minutes heat" in the integration policy.Lagging behind in market integration and "standing still" in industrial division of labor is the reason that the level of industrial integration is lower than that in Yangtze River Delta.(2)In the aspect of economic green development,Hebei Province has serious problems and it needs to learn from Beijing and Tianjin.The increase of GTFP in Beijing-Tianjin-Hebei during the sample period was higher than that of TFP which doesn't consider energy consumption and emissions.Whether or not energy consumption and emissions are considered,the productivity improvement of Beijing-Tianj in-Hebei is higher than that of the Yangtze River Delta in most of the years during the sample period,which indicates that Beijing-Tianjin-Hebei has achieved some success in energy conservation and emission reduction.(3)In terms of the influencing factors of GTFP,the industry integration has no significant negative effect on GTFP for Beijing-Tianjin-Hebei.Foreign investment has no significant positive effect on GTFP for Beijing-Tianjin-Hebei,and the hypothesis of "pollution paradise,was established in Beijing-Tianjin-Hebei.The ratio of the output value of the secondary industry to the GDP has a significant negative effect on GTFP and the level of economic development has a significant positive effect on GTFP for Beijing-Tianjin-Hebei.The difference between the Yangtze River Delta and Beijing-Tianjin-Hebei is mainly reflected in the significance of the impact of foreign investment and the direction of the influence of the level of economic development.According to the above conclusions,the paper finally gives the corresponding policy suggestions for the industry integration and green development of Beijing-Tianjin-Hebei.
