Since the beginning of the new century,the level of urbanization and industrialization in our country has been developing rapidly,making the demand for construction land gradually increasing.The collective commercial construction and will certainly become one of the necessary components of China's construction land market.The core of market mechanism is the market price mechanism.Therefore,the transfer price is one of the core contents of the research on the transfer of collective commercial construction land into the market,and it is also the focus of attention of all parties involved in the circulation.However,with the continuous expansion of the transfer scale of rural collective commercial construction land,the transfer price has generally been distorted,which is not conducive to the optimal allocation of land resources.Therefore,it is of great theoretical and practical significance to studying the transfer price distortions of collective commercial construction land.This paper takes the transfer of collective commercial construction land in Yixing City as an example to discuss the transfer price of collective commercial construction land and its influencing factors,including the following contents:The first chapter expounds the research background and meaning of this paper,explains the research purpose and content,puts forward the relevant research methods and technical route framework,and finally summarizes the possible innovations and deficiencies of this research.The second chapter defines the relevant concepts involved in the research and introduces relevant theories,such as property rights theory,land rent theory,land price theory and location theory.In addition,the achievements made by relevant scholars were reviewed,analyzed and summarized.The third chapter analyzes the status of transfer and transfer price of collective commercial construction land in Yixing City.First,the basic situation of the study area is introduced from three aspects:geographical location,socio-economic development and land use structure characteristics.Then,the status of collective commercial construction land's transfer in Yixing City is summarized,discussing the characteristics,effectiveness and problems of transfer.Furthermore,on the basis of the connotation of transfer price,using the annual rent data of actual transactions,the income reduction method was used to assess the transfer price of collective commercial construction land in Yixing City and analyze the status of it.The fourth chapter deals with the transfer price distortions of collective commercial construction land.First of all,it explains the formation mechanism of collective construction land's transfer price from three aspects-scarcity,tradability and subdivision of property rights.On the one hand,comparing it with the theoretical price,introducing the price distortion theory and specifically expounding the transfer price distortion of collective commercial construction land,on the basis of which,through the obtained circulation price and theoretical price,it will be used to acquire the transfer price distortion of collective commercial construction land in Yixing City.From the perspective of regional distribution,there are regional differences of transfer price distortions of collective commercial construction land in Yixing City.Generally speaking,the degree of price distortion of collective commercial construction land presents a trend of decreasing from towns with better locations and economically development to towns with poorer locations and development.The more developed regions are,the greater price distortion is.Finally,summing up the monopoly of the government is the reason for the transfer price distortion of collective commercial land.On the other hand,comparing it with the benchmark land price of state-owned construction land,the price distortion of urban and rural construction land in Yixing City was obtained through the transfer price and the benchmark land price of state-owned construction land.It was found that the price distortions of urban and rural construction land were presented by a trend from towns with better location and economically development to towns with poorer locations and development,indicating that the more developed regions are,the greater price distortion of urban and rural construction land is..The fifth chapter empirically analyzes the influencing factors of transfer price of collective commercial land in Yixing City.Based on the "rational person" hypothesis,the transfer price of collective commercial construction land will be affected by the property rights,locational natural,economic,and social,based on which as independent variables.Then,a semi-logarithmic model was established to analyze the influencing factors of transfer prices of collective commercial construction land in Yixing City.The results of the study showed that the more convenient transportation,the more completed infrastructure and public facilities,the higher per capita net income,and the greater property rights system is,the higher transfer price of regional collective commercial construction land is,the more perfect price and market mechanism are.While,the farther away from the central town,the lower transfer price of collective commercial construction land is,the more backward price and market mechanism are.The sixth chapter is conclusions and policy recommendations.Make a brief summary of the study and propose related policy recommendations.
