Document of the Central Committee in 2017,pointed out that it is urgent to resolve the cyclical imbalances in the supply and demand of agricultural products and the conflicts between small-scale production and large markets."Some garlic,garlic,you," and other network hot words also reflect the current instability of garlic prices soaring.There has been a new round of fluctuations in the price of garlic.The fluctuations reflect the poor supply and demand mechanism of the garlic industry chain,and garlic farmers face great market risks.The garlic industry has high market risks.The garlic farmers' ability to withstand market risks is relatively weak.How to better respond to market risks and improve market risk management capabilities is related to the dual interests of farmers and the people.Zhongmu County in Henan Province has a long history in garlic cultivation and occupies an important position in the garlic industry in China.Therefore,this article takes garlic in Zhongmu County as the starting point to study the problems in garlic farmers' risk management.On the basis of fully reading the relevant domestic and foreign literature,this article has combed and summarized the four aspects of garlic price fluctuation,garlic market risk management,farmer household risk perception,and agricultural risk management,and combined with the actual situation in Zhongmu County,from the following The following aspects have been studied:First,the development of the garlic industry in Zhongmu County.This section analyzes the development history,development status of the garlic industry in Zhongmu County,and the impact of garlic in the economic development of Zhongmu County.The second is through surveys.Questionnaires,from the basic characteristics of garlic farmers and their families,garlic farmers' information on garlic prices,garlic farmers' expectations and response to garlic prices,garlic farmers' risk awareness,garlic farmers' market risk management measures,and garlic farmers' market risk management Six aspects of the training situation were analyzed;the third was to select three different types of typical cases for description and analysis,and to study how garlic farmers responded to market risks,how they were effective,and the difficulties encountered.Fourth,based on the basis of the above research,a summary was made,and targeted policies and recommendations were proposed from the perspective of farmers,from the perspective of enterprises and government.According to the research and analysis,the conclusions are as follows:First,garlic farmers in Zhongmu County are very concerned about the price of garlic,but the ability to make planting decisions based on garlic prices needs to be improved;garlic farmers have a low level of overall market risk perception in the garlic industry.Awareness of risk prevention needs to be strengthened;garlic prices fluctuate greatly,and garlic farmers are unpredictable;garlic farmers are relatively decentralized in risk management measures,and adopt traditional measures to resist market risks,but the effect is not ideal;second,through case analysis,large farmers resist The risk capability is relatively strong and the ability of small farmers to withstand risks is weak.The garlic cooperatives and other related organizations have a limited role in resisting market risks locally.In the process of market risk management,there are garlic growers blindly following the trend,garlic farmers and market information being asymmetrical,cooperatives resisting market risks,and there are speculations in the industry.The garlic trading market is in disorder.Third,the Zhongmu County government attaches great importance to the risk management and control of the garlic industry.Every year,garlic trade fairs are held to attract merchants.In the future,efforts will be made to introduce deep-processing companies to prevent garlic market risks.To address the above issues,the following policy recommendations are proposed:From the farmer households' perspective,farmers' awareness of market risk management should be strengthened.Do not blindly follow the trend,use spare time to learn new garlic varieties and new technologies,and improve their ability to resist risks.From the perspective of the government,one is to establish a regular garlic spot and futures market to reduce speculative speculation;the second is to establish a garlic price insurance system;from the perspective of the industry chain,the first is to strengthen the link mechanism of interest between garlic farmers and enterprises;The second is to strengthen the industry chain integration of the garlic industry and increase the intensity of the introduction of garlic deep processing companies.
