Research On The Registration Problem Of Rural Homestead

Rural Homestead is an important part of rural life in China.The registration of rural homestead is of great significance to the protection of farmers' property rights,the resolution of rural social contradictions and the advancement of homestead system reform.At present,China attaches great importance to the right of rural homestead registration work,all provinces and cities have carried out a comprehensive registration of rural homestead.But in the course of the work,due to the lack of relevant laws on homestead,and the lack of necessary management for a long time,the problems,such as "more than one house","construction before approval","lack of ownership data","over-size" and "low signature rate of Reference Boundary",seriously affect the development of rural homestead registration.The author chooses Lishangtun village,Wuqing District,Tianjin as the research object.On the basis of the research results of experts and scholars at home and abroad,this paper combs the relevant policies and current methods of the management of the historical homestead in Tianjin,and based on the actual survey and registration results,this paper analyzes the present situation and causes of the problems existing in Lishangtun village,such as "one family with many houses","the house land exceeding the standard","the change of ownership","the lack of the right resource data" and "the lack of the right boundary".Some suggestions are put forward as follows: First,to confirm the age of homestead by village-level examination,image superimposition and announcement confirmation;Second,to establish "farmer mediation" mechanism to solve the problem of ownership confirmation;Third,for the paid withdrawal mechanism,put forward practical measures to solve the problem of "one family,many houses";fourth,combined with the "two-level confirmation" mechanism,the overall registration process to redesign,clear the responsibilities of various departments;Fifth,through the establishment of policy posts,improve the "unilateral reference" and other ways to increase the proportion of the reference seal.In summary,the author has formed a series of feasible and easy-to-operate solutions through the study of the registration practice of the village homestead in Lishangtun,Wuqing District,strive to provide alternative ideas for the right confirmation and registration of rural homestead in other areas of Tianjin.
