Land is the fundamental and carrier of Rural Revitalization and an indispensable element of industrial project cultivation and development.As a big agricultural province,Shandong shoulders the important task of building a model of Rural Revitalization of Qilu.Since 2018,the Shizhong District of Zaozhuang City has made arrangements to develop and strengthen the village economy,taking guiding land circulation as an important means.At present,Shizhong District has made a lot of exploration and achieved some results in land transfer,but also exposed some problems and shortcomings.This paper takes the rural land circulation in the Central District of Zaozhuang City as the research object,summarizes the current situation and characteristics of rural land circulation in the Central District of Zaozhuang City through collecting data and conducting field research: first,the scale of rural land circulation in the whole district has increased steadily,but the growth rate has slowed down year by year;second,the scale distribution of land circulation shows the trend of "high in the East and low in the west",and the quality of Rural Street circulation in the East is also common It is higher than other towns and streets;third,the form of land transfer is diversified,mainly for leasing and subcontracting;fourth,the subject of land transfer is diversified,agricultural cooperatives,agricultural enterprises,family farms,large planting households and other new agricultural business subjects widely participate in the rural land transfer,and the land standardized transfer has become the main form;fifth,the rural land continues to transfer to the scale economy,"small ”The circulation proportion of "scattered","short" and "low" is decreasing year by year,and the circulation tendency of "large","collection","long" and "high" is increasingly obvious;sixth,the land circulation uses are diversified,mainly planting,but the project land accounts for a large proportion;seventh,the circulation price is uneven;Eighth,the circulation period presents"polarization".At the same time,it analyzes the problems of rural land circulation in the middle of the city: first,the space for further land circulation is limited;second,the market for land circulation is not perfect,lacking price formation mechanism and market access mechanism;third,the procedures for land circulation are not standardized;fourth,the service mechanism for land circulation is not perfect,the role of land appraisal and the supply of land information are not in place;fifth,the land circulation after There is a gap between the town and the main body of the transfer;sixth,the planning of land transfer is not strong.In the end,the paper puts forward some suggestions to promote the high-quality transfer of rural land in the middle of the city: first,to increase publicity,improve the mechanism of social security and risk resolution,and reasonably guide the transfer of land in a moderate scale;second,to establish and improve the mechanism of price evaluation and market withdrawal;third,to standardize the behavior of land transfer;fourth,to improve the mechanism of land transfer service;fifth,to increase the number of new-type agricultural operators The sixth is to strengthen the systematic planning of rural land circulation and improve the quality of land circulation.
