| Aiming at tackling the problem of unbalanced urban-rural development in the context of the rapid urbanization,the report of the 19 th National Congress of the Communist Party of China,which emphasizes the implementation of the strategy of rural vitalization and adheres to the priority of agricultural and rural development,take "prosper industry,livable ecology,rural civilization,effective governance,and affluent life" as the general objectives for rural development,constantly advancing agricultural modernization and promoting urban-rurual integration.Smart Specializion is colloquially called "diverse specialization".Under the background of economic globalization,the EU proposed a smart specialization strategy in 2008,in purpose of improving regional innovative capabilities,enhancing regional industrial competitiveness,provoking the emergence of new regional industrial approach so as to promote regional economy development.As the main basis for agricultural development,agricultural development planning can maximize the allocation of resources,deepen the adjustment of agricultural structure,and promote the development of agricultural specialization and specialization.How to integrate smart specialization into agricultural development planning and find out a new path for county agricultural development? There are relatively few applications of smart specialization in agriculture and agricultural development planning in the current literature.To this end,this article explores how to use the smart specialization theory and guide the county's agricultural development planning,that is,to explore the problems and main causes of the county's agricultural development from the perspective of smart specialization,and explore specialization,related diversification and irrelevant diversification The impact mechanism of regionalization on regional agricultural development,and discuss the planning and layout of county agriculture under the concept of smart specialization.This article takes Lankao County as the research object,through combing the domestic and foreign agricultural development planning and related research on smart specialization,constructs a theoretical framework of county agricultural development based on smart specialization theory,and combines the statistical yearbook of Lankao County and the development of professional villages.Using the specialization index method,entropy index method and location quotient method to analyze the characteristics of the smart specialization of agricultural development in Lankao County,the problems in the process of the smart specialization of agriculture in Lankao County were found,and the strategy of agricultural development planning in Lankao County was proposed.Through analysis,the following conclusions are drawn:(1)As a kind of industrial planning concept,the smart specialization theory,its application in agricultural development includes regional agricultural specialization,related diversification and unrelated diversification development.The spatial carrier can be represented as the specialization development at the village level,the related diversification or the unrelated diversification between villages,and the diversified specialization at the township level or county level can eventually develop into an agricultural industrial cluster.The choice of a new industrial path can be carried out in the direction of the original industrial path with related diversified industrial chain extensions or unrelated diversified industrial forks.(2)The professional level of agriculture is a powerful starting point for realizing agricultural modernization.The level of agricultural specialization and diversification is different in different towns of Lankao County,and the types of dominant crops are also different.Such as,the agricultural specialization level of Guyang Town,Hongmiao Town and Sanyizhai Township of Lankao County is relatively high,while the agricultural diversification level of Chengguan Township,Mengzhai Township and Yanlou Township is relatively high.Among the traditional crops,the competitive crops of Gugyang Town are melons and corn,the dominant crops of Hongmiao Town are vegetables and melons,the dominant crops of Sanyizhai Township are wheat and beans,and the competitive advantage of Chengguan The crops are beans,sweet potatoes,peanuts,and oil.The dominant crops in Mengzhai Township are beans,sweet potatoes,peanuts,cotton,oilseeds,vegetables,and fruits.The dominant crops in Yanlou Township are wheat and beans.(3)The characteristics of agricultural smart specialization in Lankao County are not obvious.From the perspective of industrial development,Lankao County has a good agricultural development foundation,showing a trend of diversified development of traditional planting,characteristic planting,animal husbandry,and forestry and fruit industry.However,the degree of industrial integration in the township is relatively low,and agriculture is not related to diversification.The development is more obvious.From the perspective of village development,the professional villages of Lankao County show an unbalanced development trend.The development level of professional villages needs to be further improved.The degree of agricultural related diversification among the professional villages is relatively low,and the degree of agricultural unrelated diversification is relatively high.(4)Agricultural smart specialization is an effective model for enhancing regional agricultural development.Based on the concept of smart specialization,the planning scheme of orderly integration of "counties,townships and villages" for agricultural development in Lankao County is designed,that is,the village scale relies on the professional village to form agricultural specialization,the town scale relies on the industrial chain to form agricultural related diversification,and the county scale appears agricultural unrelated diversification to form the development pattern of agricultural industry cluster and smart specialization.From the perspective of spatial layout,the agricultural spatial pattern of Lankao County,which forms "two belts,three districts and five groups".That is,the village scale relies on specialized villages to form agricultural specialization,the town scale relies on the industrial chain to form agricultural-related diversification and agricultural unrelated diversification,and the county-level scale of agricultural savvy specialization develops. |
