The Influence Of Shandong Province's Financial Expenditure On Agricultural Economic Growth

Since ancient times,agriculture has been the most basic concern in China.Since the beginning of the new century,the issue of agriculture,rural areas and farmers has been the focus of the Central Document No.1 for many years.With the historical task of new rural construction put forward in China,the concept of coordinated development of regional economy has been gradually implemented,and China's financial support policies in rural areas are becoming more and more perfect to promote the overall development of rural economy.In view of the important role of fiscal expenditure in agricultural economic growth,it is necessary to study the relationship between the two.The main content of this paper is to analyze the impact of fiscal expenditure on agricultural economic growth.The research framework adopted is as follows: first,it introduces the research background,research purpose and significance of the relationship between financial support for agriculture and agricultural economic growth,summarizes the research status at home and abroad and determines the research methods of this paper;second,it summarizes the interpretation of some basic concepts of financial support for agriculture,agricultural economy,and the theory of public goods,public finance,and financial expenditure The theoretical elaboration lays the theoretical foundation for the follow-up empirical research;thirdly,the paper studies and analyzes the appearance of the total expenditure of financial support for agriculture and the current situation of the expenditure of various structural items in Shandong Province;then,the paper analyzes the impact of financial support for agriculture on the growth of agricultural economy in Shandong Province,including the selection and processing of data,the analysis,the test of correlation and analysis Finally,in view of the problems found in the empirical analysis,the paper puts forward the countermeasures to promote the agricultural economic growth.In the empirical analysis of this paper,Shandong agricultural GDP is taken as the explained variable to study the factors that affect the growth of agricultural GDP.Based on the statistical data of 2003-2018,a regression measurement model is established.In the first model,the total amount of fiscal expenditure on agriculture in Shandong Province is taken as an explanatory variable,and it is found that fiscal expenditure on agriculture has a significant positive impact on the growth of agricultural GDP.The analysis shows that for every 1% increase in fiscal expenditure on agriculture in Shandong Province,agricultural GDP will increase by 0.39%.In the second model,four structural items in Shandong Province's financial expenditure for supporting agriculture,namely "agricultural production and business expenses","agricultural infrastructure expenses","agricultural science and technology expenses" and "agricultural relief expenses",are taken as explanatory variables.Through detailed research,it is further verified that the financial expenditure for supporting agriculture has a significant positive impact on the growth of agricultural GDP,and it is analyzed that the agricultural production and affairs are the main ones For every 1% increase in industrial cost,agricultural GDP will increase by 0.402%;for every 1% increase in agricultural infrastructure cost,agricultural GDP will increase by 0.396%;for every 1% increase in agricultural science and technology cost,agricultural GDP will increase by 0.343%;for every 1% increase in agricultural relief cost,agricultural GDP will increase by 0.283%.Both empirical analysis and test show that the fiscal expenditure of Shandong Province has a positive impact on agricultural economic growth.According to the results of model analysis,this paper puts forward the following countermeasures: increase the financial investment in supporting agriculture,optimize the existing financial expenditure structure,improve the management mechanism of supporting agriculture funds,etc.,various measures to curb the excessive increase of agricultural production means,improve the investment in cultivated land planting area,increase the innovation of agricultural science and technology,and provide financial protection for the development of local agricultural economy Barrier.
