China has entered a crucial period of reform and deep water area presently,which puts forward higher requirements for the party and the government.The government performance appraisal as a kind of management concepts to measure government efficiency and promote government service,has been more widely researched and used by the public sectors.As an important administrative law enforcement departments and economic management departments of local government,the tax authorities are responsible for organizing the national income,standardizing the distribution of national income,and controlling the macroeconomic,its efficiency directly affects the administrative efficiency of all levels of government.The full implementation of government performance management had been started in State Taxation Bureau of Ji'an as important reform measures of transforming the government function and Administrative Method Innovation at 2014.After three years of attempting,consolidating and optimizing,State Taxation Bureau of Ji'an gradually established a nearly perfect performance management system,and the performance management played a very important role just like a “baton”.However,in the process of actual operation,there are still some problems,such as the imperfection of the performance evaluation system,the one-fold evaluation means,the limitation that only the superior authorities make assessment of the work done by the subordinate,too many indicators for performance appraisal some of which are not scientific,and so on.Consequently,the appraisal results through the above performance management system are lack of comprehensive and scientific.This article use the methods such as case research,literature analysis,practical analysis and so no,combine with the theory of public management,to find problems by means of analyzing the present performance management situation of State Taxation Bureau of Ji'an,and then put forward solutions.First of all,analyze the current institutional functions,personnel structure etc,and then we find the breakthrough point that how to improve the service level in the process of performance appraisal;Secondly,based on the analysis of existing problems in the process of performance appraisal,i find the key which affect the overall administrative levels;Finally,put forward some countermeasures for solve the problems existing in the performance management of State Taxation Bureau of Ji'an.This paper is for purpose of trying to explore a new way to improve the tax service quality and performance management for State TaxationBureau of Ji'an,at the same time making beneficial efforts for the balanced scorecard theory in the practice of the tax administration in our country.
