Research On The Evaluation Of The Development Level Of Integration Of Primary, Secondary And Tertiary Industries In Rural Daqing City

With the social economy transferring to high-quality development,in order to solve the three issues relating to “agriculture,rural areas,and rural people” in New Normal,reports of the19 th National Congress of the Communist Party of China put forward the strategy of rural vitalization,which provides new development concepts for rural areas and lays a foundation for the development of the rural industries.The convergence of primary,secondary,and tertiary industries in rural areas provides an important path for rural vitalization,which aims at increasing farmers' income and narrowing the gap between urban and rural areas.Constrained by resource reduction,Daqing's economy is at a critical stage of economic transformation.Therefore,Daqing focuses on the instructive spirit of “Put Foodgrain First instead of Kickshaw”and “Put Agriculture First instead of Industry”,extends the agricultural industrial chain,and expands the scope of agricultural operations.But at present,there are no definite answers to the existing problems in the convergence development of primary,secondary,and tertiary industries in Daqing rural areas,what extent has the specific level reached,what aspects should we guide for the convergence development of primary,secondary,and tertiary industries in Daqing rural areas.Therefore,it is of great significance to evaluate the level of convergence development.First of all,through the combination of field interviews and related basic theories,this paper analyzes the current situation of the convergence development of primary.Secondary,and tertiary industries in Daqing rural areas and concludes that there are following problems in the convergence process: short production chain and low added value;the shortage of talents,capital,and production technology;the backward development of “Internet+” model;the weak effect of increasing farmers' income;and the operation subjects of new industries need to be strengthened.Secondly,starting from the mode and objective of convergence,this paper sets up a three-level index system to measure the level of convergence development.Thirdly,this paper sets up a comprehensive evaluation model of convergence development level,calculates the scores of the indexes and comprehensive evaluation,and analyzes the overall trend of convergence development level in recent years.Then,this paper sets up a model of coupling coordination degree,calculates the coupling degree and coordination degree of each index are by using the evaluation scores and evaluate the overall adjustment.According to the results of thecomprehensive evaluation of the convergence development level,the convergence development level of primary.Secondary,tertiary industries in Daqing rural areas has shown an overall upward trend from 2011 to 2016,in which the increasing trend of the agricultural industrial chain is higher than that of the multifunctional agricultural development,and the growth rate of economic benefit is larger than that of social benefit.According to the results of coupling coordination degree calculation,the degree of coordination between agriculture and related industries' convergence and economic and social benefits has changed from reluctant coordination to primary coordination,and the interaction between them is gradually strengthening with continuously increasing convergence and influence.In terms of coordination degree,the two subsystems of economic benefit and social benefit change from antagonistic state to the running-in stage.From the overall results,the influencing degree between the two subsystems are gradually increasing,and the interaction between the two is deepening.With the mild disorder state of the two subsystems transferring to near-disorder state,it indicates that although the convergence has taken place,promoted the increase of farmers' income and narrowed the development gap between urban and rural areas to a certain extent,there is still a certain room for its role in developing economic and social benefits.Finally,this paper proposes countermeasures to promote the convergence of primary,secondary,and tertiary industries in Daqing rural areas based on the evaluation results: through the development of a variety of agricultural industry integration model,enhance the brand impact,and improve the level of convergence development;constantly improve the benefit linking mechanism so that farmers can enjoy the benefits brought by the convergence;cultivate talents for the convergence of various rural industries;give full play to the functions of the government,strengthen the construction of infrastructure in rural areas and strengthen the supporting policies for the convergence of industries.
