On March 21,2018,the first session of the 13 th National People's Congress passed the "Institutional Reform Plan of the State Council" and decided to form the State Administration of Market Supervision.The newly established State Administration of Market Supervision not only includes the duties of supervision of industry and commerce,quality supervision,and food and drug supervision,but also the duties of price supervision and antitrust control and intellectual property protection of the State Development and Reform Commission,the Ministry of Commerce,and other departments.Really became a large integrated market regulatory agency.With the further advancement of "management clothing",under the concept of market comprehensive supervision reform,food supervision must undoubtedly also be included in the general scope of market supervision.Food and beverage services Food safety supervision,as the last key point in the food safety supervision chain,is the last line of defense to ensure the "safety on the table" of the people.It is necessary to find the balance of quasi-professional supervision in the market of comprehensive supervision,so as to strengthen the supervision of food safety in catering services and prevent the weakening of professional supervision of food safety in the context of the market supervision system.Taking Kaifeng City of Henan province as the research object,this paper first introduces the definition and theory of the market supervision mode,food safety and food safety supervision of food service,and analyzes the necessity of food safety supervision of food service.Secondly,starting from the subject of supervision and the object of supervision,the mechanism construction,innovation and achievement of food safety supervision in Kaifeng restaurant service are explained in detail.Through practice investigation,case analysis,comparative analysis,literature research and other methods,it is proposed that the existence of food safety supervision of food service food safety supervision in Kaifeng City is difficult to weaken the mechanism of professional supervision of food safety of food control and food service,and institutional capacity building.Delay,shortage of inspection and testing resources,lack of food safety awareness in catering service units,and lack of social co-governance atmosphere are common difficulties.Finally,by drawing on the advanced experience of food safety supervision in developed countries and regions,and combining the work experience of the author in food safety supervision,the author puts forward the measures to optimize food safety supervision and control in food and beverage services in Kaifeng City.Such as: improve laws and regulations,strengthen the supervision of small restaurants,establish a professional food and food safety inspection team,strengthen scientific and technological support,promote participation of multiple parties,and build a social governance pattern.In order to provide some reference for the food safety supervision of the next stage of food service in Kaifeng City.
