| The Chinese nation has a long history of development,and the countryside is the birthplace of all kinds of culture.However,with the continuous development of urbanization,villages and towns are facing serious problems in the process of development,such as the loss of labor force,deterioration of ecological environment,unreasonable use of resources and so on.The "strategic plan for Rural Revitalization(2018-2022)" put forward by the 19 th National Congress of the Communist Party of China emphasizes that the rural areas should realize the general requirements of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life".In 2020,the Ministry of agriculture and rural areas issued the national rural industry development plan(2020-2025),emphasizing the need to accelerate the development of rural industry.Based on agricultural development,agricultural industrial cluster promotes the integration and development of rural primary,secondary and tertiary industries and local urbanization through the evolution mechanism of derivation,division of labor and innovation,so as to meet the general requirements of rural revitalization,which is a powerful grasp for town to realize rural revitalization.Therefore,based on the analysis of the mechanism of agricultural industrial clusters to promote rural revitalization,this paper,based on the theory of industrial clusters,carries out the planning and design of the advantageous characteristic agricultural industrial clusters at the township level,and puts forward the planning schemes and strategies,so as to provide reference for the towns to promote the rural revitalization through the development of agricultural industrial clusters.On the basis of sorting out domestic and foreign researches and relevant theories,this paper firstly builds a theoretical analysis framework based on industrial cluster theory to analyze the mechanism of industrial cluster promoting rural revitalization.Secondly,the development status of agricultural industry in Qiulou Town is analyzed.According to the industrial cluster's characteristics of industrial agglomeration and specialization,the degree of agricultural industry agglomeration and specialization in the town area is measured.Then,the advantageous and dominant industry in the town area is identified.Finally,taking advantage of the dominant industry as an example,the plan and strategy of agricultural industrial cluster planning are put forward to promote the rural revitalization of Qiulou Town.The main conclusions of this paper are as follows:(1)Agricultural industry cluster is the concentration and close connection in geographical space of enterprises and related supporting service institutions which take the production and processing of agricultural products as the object.It can promote the integration of Rural three industries and realize the prosperity of rural industry by deriving various forms of industrial organization,developing multi-scale enterprises and innovating diversified operation system,realize the ecological and livable rural life by cultivating green ecological agricultural space and making use of the ecological function of agriculture,and improve the quality of business subject,so as to cultivate the ideological,moral and cultural cultivation Through the perfect talent introduction policy,it ensures the supplement of talents and the flow and exchange of advanced knowledge and technology in the industrial cluster,and guides the multiple subjects to jointly construct the governance,so as to realize the balance of power and interests of all parties in the mode of multi forms,multi consultation and multi-level circulation,Through the industrial driving role,the agricultural industrial cluster gradually realizes the rural local urbanization and modernization development,and realizes the rich life.(2)The existing agricultural industry in Qiulou Town has a high degree of agglomeration and specialization,which has the potential to cultivate agricultural industrial clusters.Its agriculture has formed garlic growing area,vegetable growing area and peanut growing area.Among them,garlic has the widest planting area and the highest degree of specialization.The relatively perfect agricultural production space,supporting agricultural processing and sales services,broad domestic and international markets and the government's strong support have laid a good foundation for the cultivation of agricultural industrial clusters in Qiulou Town.(3)Based on the current situation of garlic agglomeration in Qiulou Town,the paper makes a plan for garlic agricultural industrial cluster in Qiulou town.In terms of industrial planning,according to the theoretical connotation of "industrial cluster = industrial agglomeration + network",the planning strategy of agricultural industrial cluster is put forward from three aspects: the agglomeration of point and the extension of line and the creation of a good development environment for the cluster;in the aspect of spatial planning,the spatial division of agricultural industrial clusters in the two levels of village and town Make specific plans.The specific contents of industrial planning are as follows: first,cultivate the main body of industrial operation,mainly including: Productive subject,Consumer subject,Service subject and Normative subject.Secondly,extend the industrial chain.In order to realize the vigorous development of garlic industry,we should promote the large-scale planting of garlic,improve the garlic processing industry to industrial deep processing,broaden the garlic sales channels,and strengthen the supervision and management of all aspects.Finally,create a good environment for cluster development.It includes not only the hardware environment such as infrastructure,trading market,science and Technology Park,but also the soft environment such as agricultural ecological environment,crop disease prevention and control system,credit insurance service system,and popularization of knowledge and technology.Good development environment enhances the communication and interaction within the industrial cluster.The specific content of spatial planning includes:(1)village level.It mainly realizes the specialized large-scale production of garlic,and guides the farmers to transform into big growers,farmers' enterprises,technical services and other industries.(2)Town level.Improve garlic deep processing and related technical services,and plan garlic processing Industrial Park,scientific and technological research and development institutions,marketing,etc.And put forward specific planning objectives for village and town level respectively.Through the specialized division of labor and cooperation and the popularization of knowledge and technology,the town agricultural industrial cluster
