The concept of industrial convergence originated from foreign countries and first appeared in the information and communication industry.Since then,scholars at home and abroad have studied industrial convergence from different perspectives.From the perspective of macro-research,industrial convergence is not only confined to information industry and its related departments,but also can occur in all industries.Specifically,industrial convergence refers to the same industry in different industries or different industries that are integrated into each other and can eventually form the dynamic agricultural and rural modernization in China,with the continuous development of science and technology,the infiltration of modern science and technology into the three rural industries has greatly promoted the transformation of agricultural production technology and the innovation of management mode.Traditional agricultural industry is also expanding the connotation and extension of its original industry.Through the integration of technology,products and markets with secondary and tertiary industries,it gradually blurs the boundaries with other industries,breaks through the development space of the original industry,and establishes the multi-function of integration and complementary linkage among the three rural industries.Performance,comprehensive and integrated industrial system.At present,China’s social and economic situation has undergone new changes compared with the past,with which new problems have arisen.Such as the imbalance of supply and demand industries.It can be seen from this that promoting the integration of the three industries in rural areas is of great practical significance to the implementation of the strategy of rural revitalization,the solution of the structural problems on the agricultural supply side,the agricultural efficiency and the increase of farmers’ income.Jilin Province,as a traditional agricultural province and an important commodity grain production base in China,must adjust the agricultural and rural industrial structure under the new normal economic development,change the single mode of the original industrial structure,and realize the integration and development of the three rural industries.This not only embodies the internal development logic of the industry,but also conforms to the development trend of the industry.Therefore,it is urgent to explore the development path of rural industrial integration from the aspects of strengthening the production base,optimizing the structure of secondary production and improving the functions of tertiary production.In this paper,Jilin Province’s Rural three industrial integration development as the research theme,through field research,access to information and consulting experts to supplement the method,to explore the overall situation of agricultural and rural economic development in Jilin Province.On the basis of investigation,using the theory of industrial integration and agricultural industry development,and drawing on the successful experience of rural industrial integration practice,this paper makes qualitative and quantitative analysis and judgment on the necessity,existing problems,degree of integration and effect of rural industrial integration development in Jilin Province,and strives to promote the three rural industries in Jilin Province.The integration development puts forward some valuable countermeasures and suggestions.This paper is divided into five parts,including six chapters and conclusions.The first part,the first chapter,is the introduction of the paper.The second part is the second chapter,which is the theoretical basis of the paper.On the basis of defining the related concepts of rural industrial convergence,this chapter elaborates the dynamic mechanism of Rural three industrial convergence from the perspective of theory and actors,and establishes the theoretical basis of the research report.The third part,namely the third chapter,is the analysis of the current situation of the three rural industrial convergence development in Jilin Province.This chapter focuses on the analysis of the basic conditions and necessity of the development of rural three-industry convergence in Jilin Province,points out the main problems existing in the current rural three-industry convergence,and provides the basis for further policy recommendations.The fourth part is composed of Chapter IV and Chapter V,which is the empirical analysis part of the paper.Chapter IV uses the method of industrial contribution and the construction of integration system to determine the degree of integration of Rural three industries in Jilin Province.Chapter V uses Bayesian Vector Autoregression Model to analyze the level of agricultural competitiveness,rural industrial structure,farmers’ income and rural economic development of Rural three industries in Jilin Province is at a low level on the whole.By using the method of industrial contribution and the construction of integration system,the degree of integration of the three rural industries in Jilin Province is measured.It is known that although the driving and penetrating abilities of the secondary and tertiary industries in Jilin Province to the development of agricultural industry are cooperatives and leading enterprises,are not strong in driving ability,loose interest linkage mechanism and relatively decentralized agricultural management system.Secondly,the infiltration and integration of the three rural industries can promote the formation of a comprehensive,multi-level,multi-functional and integrated rural industrial system from multiple dimensions.Horizontally,by expanding the functions of agricultural industry,especially by deeply utilizing secondary and tertiary industrial resources and re-positioning in the market,industrial convergence has further broadened the functions and development space of modern agriculture,and new agricultural forms have emerged under the mode of industrial convergence;vertically,the vertical convergence of rural tertiary industries has developed.That is,the integration of agriculture,industry and Commerce has prolonged the chain of agricultural industry,so that the development space and profit focus of agriculture continue to extend to high value-added links before and after production.Thirdly,in order to further promote the development of rural three-industry integration in Jilin Province,we must change the concept of rural industry development,from the previous three-industry separation to the development of industrial integration.Establish the concept of integrated innovation and development.According to resource endowment and economic development situation,industries can infiltrate and cross-restructure in different ways to achieve cross-border integration of industries,elements and resources.Efforts should be made to explore the mutually beneficial and win-win relationship of "complementary advantages,benefit sharing,full-chain cooperation,risk sharing and long-term operation".Fourthly,in the development of rural integration of the three industries in Jilin Province,we must always adhere to agriculture as the base point,and promote the sustainable and stable development of agriculture and the increase of farmers’ employment income as the basic starting point and end point.Jilin Province is a major agricultural province,and ensuring the basic supply of agricultural products such as grain has always been the top priority for the country’s security.Therefore,in the development of rural industrial convergence,especially to improve the degree of Rural three industries convergence,we must strengthen the dominant agricultural industries,enhance the processing industry of agricultural products,and expand the agricultural service industry.Fifthly,the development of Rural three industries convergence in Jilin Province must enhance the development ability of the main body of industrial convergence.We should give full play to the basic role of major professional households,family farms and farmers’ cooperatives and the leading role of leading enterprises.Strengthen financial support to the main body of industrial integration.Fiscal agriculture-related funds should gradually tilt towards new business entities,increase the innovation of financial services,and accelerate the improvement of the overall quality of the main body of industrial integration.Sixthly,from the perspective of industrial economics,industrial division and industrial integration reflect two states and trends in the process of industrial development.With the deepening of industrial division of labor,the inherent law of industrial development is constantly developing.Industrial division of labor is the basis of industrial convergence.Industrial convergence reflects the trend and state of integration,cooperation and coordination among separated industries due to technological progress,business penetration and value chain integration.As industrial convergence will lead to new industries,industrial convergence can also be regarded as a new starting point for industrial division of labor.As a cross-interaction between industrial integration and industrial division,it jointly promotes the development of modern industrial economy.
